6.a) Staff Report-Hockey Rink Fundraiser§CANDIA Staff Report Date of Meeting: September 9, 2013 To: Park and Recreation Committee From: Kristina Handt, City Administrator Re: Hockey Rink Fundraiser Agenda Item #: 6.a) Background: Corey Roberts has contacted the City to inquire about holding a hockey tournament fundraiser in Scandia. The current Ice Rink Reservation Policy does not allow reservations on the weekend. It also prohibits alcohol on the rink. A copy of the policy is included in your packet. Additionally, if more than 100 people attend a Park User Permit would be required. This permit must be approved by the City Council. A copy of the permit application is available in your packet. Issue: Should the hockey rink be reserved for a fundraiser for one weekend this winter? Proposal Details: Roberts Funeral Home is interested in hosting a community (adult) outdoor hockey tournament in Scandia that would serve as a fundraiser. The goal would be to raise money for a specific area non-profit organization that would change from year to year along with creating a festive winter event for the community. Below are some possible organizations/groups: Scandia Outdoor Rink — general fund or improvement. Scandia Fire Dept. Forest Lake outdoor rinks — general fund improvement. A select community family in a crisis situation. The Roberts Funeral Home would sponsor and organize the event with food/beverage (beer) and team registration proceeds to be the bulk of the fundraising. It could be called "The Scanley Cup". The amount of time the rink will need to be used for the special event would be determined by the number of teams involved. For the first year, Corey estimates we should be able to fit the schedule in on a Friday night and all day Saturday with 6 to 10 teams maximum. Fiscal Impact: As discussed previously, the City cannot spend any funds on fundraising so private parties would need to be responsible for any expenses. Proceeds from the fundraisers that could be used to benefit organizations but the amount is unknown at this time. The City Council would have to accept any donations to the City or its departments by resolution following the event. Options: l) Recommend the Council allow this special event to reserve ice rink time for a Friday and Saturday this winter. 2) Recommend the Ice Rink Facility policy be amended to allow reservations on the weekend. 3) Do not recommend this event to the Council Recommendation: Option 1. Event organizers would still have to complete a park user permit application if more than 100 are anticipated. Further discussion needed on alcohol issue.
