6.b) Staff Report-Lilleskogen Parking LotStaff Report To: Park and Recreation Committee From: Tim Kieffer, Director of Public Works Date: September 9, 2013 Re: Lilleskogen Parking Lot Agenda Item #: 6.b) Background: Per the Lilleskogen Strategic Action Plan, the Park and Rec Committee should be working on the gravel parking lot. Committee members have been working to obtain donations for the materials but have been unsuccessful in acquiring any. Staff has contacted several contractors to solicit bids for the concrete curb work and is awaiting quotes. Only one bid has been received to date. The concrete work would include installing two new driveway aprons as previously designed and replacing the existing driveway with boldface curb. Staff also contacted the County to obtain a permit for the driveway aprons. The following are conditions the County has made in order to issue the permit: • Signs "Entrance Only" and "Exit Only" shall be posted on County Road 52 to create a one way in and one way out parking lot. • Pavement markings shall include an arrow at both accesses when paved. • If accesses are designed as an entrance and an exit to the parking lot, the parking stalls should be angled. • When future development and/or reconstruction of CR52 is needed and a median is installed, access to this parking lot will be limited to northbound traffic and will not have full access. Issue: Should the City install two new driveway aprons and replace the existing apron with curb or keep the existing apron and just have one entrance until the parking lot is paved? Proposal: The Park and Recreation Committee should decide whether to recommend to the Council installing the driveway aprons now or wait and use the existing entrance until the parking lot is paved. Fiscal Impact: The balance in the Park Capital Improvement Fund is $7,955. The only bid received was for $5,805. Staff is obtaining more quotes. Options: 1) Wait for more contractors quotes. 2) Recommend to the Council the low bid once more quotes have been received if it is under a certain amount. 3) Use the existing driveway apron.
