6.a) Staff Report-Lilleskogen Parking LotStaff Report To: Park and Recreation Committee From: Tim Kieffer, Director of Public Works Date: October 7, 2013 Re: Lilleskogen Parking Lot Agenda Item #: 6.a) SCANDIA Background: The installation of driveway aprons for the Lilleskogen parking lot was discussed at the September Park and Recreation Meeting. There had been one quote received at that time and the committee members elected to wait for more bids to be submitted. Due to being late in the summer and contractors being busy, prices have not been favorable. The Committee also discussed whether to pay for the gravel or find donations. Per the Lilleskogen Strategic Action Plan, the Park and Rec Committee should be working on the gravel parking lot. The concrete work would include installing two new driveway aprons as previously designed and replacing the existing driveway with boldface curb. Staff also contacted the County to obtain a permit for the driveway aprons. The following are conditions the County has made in order to issue the permit: • Signs "Entrance Only" and "Exit Only" shall be posted on County Road 52 to create a one way in and one way out parking lot. • Pavement markings shall include an arrow at both accesses when paved. • If accesses are designed as an entrance and an exit to the parking lot, the parking stalls should be angled. • When future development and/or reconstruction of CR52 is needed and a median is installed, access to this parking lot will be limited to northbound traffic and will not have full access. Issue: Should the City install two new driveway aprons and replace the existing apron with curb? Proposal: The Park and Recreation Committee should decide whether to recommend to the Council installing the driveway aprons now or wait until next Spring. Fiscal Impact: The balance in the Park Capital Improvement Fund is $7,955. Options: 1) Wait until next spring to solicit bids in the hopes of obtaining better prices. 2) Recommend to the Council to award the concrete curb replacement to Concrete Works Unlimited. for the amount of $5,020. The scope of work involved will require the contractor to remove the existing curb and install new curb as noted on the attached figure. Contractors shall form the future radius within the limits of the existing curb line only. Locations will be marked in the field by City. In addition to the concrete curb work the existing bituminous driveway entrance shall be removed. Approximate quantities are shown on the attached Schedule of Unit Prices. Contractor is required to comply with the MN MUTCD temporary Traffic Control Zone Layout requirements. Construction requirements shall conform to MnDOT Standard Specifications for Construction and the City of Scandia. Mix design of concrete shall be 3A32C in accordance with MnDOT Specification 2461. Curing compound shall be per MnDOT 3754 and contain a fugitive dye. Work shall be completed by October 18, 2013. Prior to starting work Contractor shall submit Certificate of Insurance.
