6.a) Staff Report-VinterfestSC DiL 1 StaffRel orl Date of Meeting: November 4, 2013 To: Park and Recreation Committee From: Kristina Handt, City Administrator Re: Vinterfest Background: Continue discussion on Vinterfest 2014 from previous meetings. Issue: Review proposed activities for Vinterfest and confirm commitments. Proposal Details: Included in your packet is a Special Event Permit application from Roberts Family Funeral Home and the Scandia Marine Lions for the hockey tournament and food/beverage sales at Vinterfest. The Lions have decided not to offer beer sales at the event. Corey Roberts and Rich Burton will be at the meeting to answer any questions you may have. The application notes a number of items that need further discussion. I've also put together a site map of the community center noting the location of events during Vinterfest. The City Council has not approved the road closure on 209"' St from the entrance to Olinda. They will discuss at a future meeting. My recommendation is that the road is only closed from the community center parking lot entrance to the east entrance of the church parking lot so people can access that lot. Committee member Arnold should provide an update on the loppet/promenade/survival workshop activities. The City Council approved using the 1 st Ave ROW for the quiz promenade and the Washington County HRA has agreed to allow the trail to come over a small portion of their property. A copy of the trail/activity map is in your packet. I've also included the application and information from the County with regards to closing Oakhill. Contrary to what's in the Chair's report, it takes more than a call to Carol Hanson. The committee should discuss if it is necessary to close the road in order for people to cross it, the impact this will have on people in the area, and whether law enforcement involvement is necessary. Roads have been closed for events like the Taco Daze parade in which a large number of people gather in the road at one time but have not been closed for events where people are making regular use of the roadway such as the MN Ironman Bike Event, Sand Lake Bike Ride, PTO Fun Run, etc. The Marine Library would like to have a small area to sell books at Vinterfest. I suggested they could set up in the Heritage Room. I also informed Sue Logan, Marine Library Director, that we would not have other vendors at Vinterfest this year. Review poster design and other publicity materials prepared by Committee member Arnold. TBD. Fiscal Impact: The proposed 2014 budget include $75 for advertising for Vinterfest and $100 for misc. supplies. There is $400 budgeted for Dodgeball t-shirts and all may not be needed since not all shirts were handed out this year. The committee could reallocate these funds or would need to seek alternative funding for any additional expenses. The following rules are to be adhered to by all cook -off chair people, cooks, judges and/or assistants: 1. True chili is defined as any kind of meat or combination of meats cooked with chili peppers and various other spices. Beans are optional. 2. There is no entry fee; but there will be only 10 contestants allowed. Registration will be on a first come, first serve basis. There will be a grand champion prize/ribbon handed out, along with 2nd and 3rd place ribbons and unlimited accolades. 3. All chili must be cooked prior to the event. Chili is to be brought "ready -to -eat." You will also be judged on the design and decoration of your table area. 4. Contestants are responsible for supplying all of their own utensils and products relating to their chili submission and maintenance of its proper temperature for serving. Spoons and cups for use in serving chili to the general public will be provided. Chili will be tested for proper serving temperature according to health department rules. 5. Each contestant must cook a minimum of one (1) pot of chili. Contestants will be responsible for maintaining the temperature of the chili and providing their own crockpot to do so. Judges will taste a small sample, and the remaining chili will be for public consumption. Each contestant should be prepared to taste their own chili. 6. Each contestant will be assigned a "Contestant Number" by the Chief Judge and be given a container in which their chili will be collected at the time of the official judging. Each contestant should verify that the number on the bottom of their container is the same as their Contestant Number assigned to them by the Chief Judge. At the option of the Chief Judge, each contestant may be required to cover their number on the bottom of the container with non -transparent tape prior to delivering the bowl to the judging area. 7. The decision of the judges is final. Judging will be based on score cards which are numbered. Final tally will be equally based on the judges' score cards and scorecards from the "People's Choice" submissions. 8. Each contestant is responsible for policing and cleaning up the area at the end of the day and removing all items from the area. No items shall be allowed to remain after the close of the Cook -off. 9. Employees of the City of Scandia. City Councilmembers and Committee members are prohibited from participating in the chili cook -off contest. Judging In this competition, the chili will be blind -judged. (Judges do not know the identity of the team's submittal.) Scorecards will be based on the following six characteristics: 1. Texture: The texture of the meat shall not be tough or mushy. 2. Flavor: The chili should have good flavoring and chili pepper taste. Not too hot or not too mild. 3. Consistency: Chili should be a smooth combination of meat and gravy. Not too thin or too thick. 4. Spice and taste: Blending of the spices and how well they have permeated the meat. 5. Aroma: This will be a personal preference of the judge. 6. Color: The submitted chili should look appetizing. There will be a People's Choice ballot box for people to score the chili. Score cards will be collected at the end of the judging and tallied and that score added to the final tally. Scandia Parks and Recreation Committee will provide the cups and spoons for sampling chili and the 1 quart container for your competition chili submission. Some electrical cords will be available. If at all possible, please bring your own extension cord to set up your chili station. Stations are placed around the Scandia Community Center near available electrical outlets.
