7.a) Staff Report-Close Log House Landing for Triathlon� c CANDIIA Slaff Repo Date of Meeting: November 4, 2013 To: Park and Recreation Committee From: Kristina Handt, City Administrator Re: Close Log House Landing for Lions Triathlon 2014 Background: A committee of the Scandia Marine Lions has been planning a triathlon for July 12, 2014. The triathlon would include kayaking, running and biking. The Park Ranger at William O'Brien is concerned about too much congestion at their boat landing and so has asked the organizers to seek alternatives. Ross Brunfelt has asked if the City would consider closing Log House Landing to accommodate their event. Issue: Should the City close the Log House Landing from 6am-noon on Saturday, July 12, 2014 for the triathlon? Proposal Details: Begin the paddle at Log House landing - this would involve closing the landing from 6am - noon on the day of the event (now looking like July 12th, 2014). Lions would provide the required liability insurance, volunteer staff and are of course working with NPS, St Croix River Assoc and others to ensure the water safety portion. The only vehicles allowed in would be Wild Mt. Canoe Rental (unloading canoes beginning at 6am) and pre -registered participants for canoe/kayak drop-off ONLY; there will be NO parking allowed anywhere on the site or adjacent roads by participants. Lions will supply shuttle buses from the Hay Lake Lions Park to the start for participants. Event is limited to 200 canoe/kayaks and will start the participants in waves of 10, staggered 6 minutes apart. So it breaks down as 'set up' time 6- 8:45am, 'start times' 9-1 l am, and 'clear out' time 11-11:45am with the landing totally clear and open for regular use at noon. The participants would then paddle downstream to W'm O'Brien, unload near the boat landing, run a route to the Hay Lake Park and then transition onto their bikes for a ride in and around Big Marine Lake, onto the Sand Lake Trail and then finishing back at Hay Lake Park. Fiscal Impact: NA -all costs should be covered by Scandia Marine Lions. Recommendation: Recommend the Council support closing the Log House Landing to the general public from 6am to noon on Saturday, July 12, 2014.
