Re: Veterans Memorial Location
Background:
A committee comprised of representatives of the Scandia Marine Lions, local veterans organizations,
City of Scandia, and Park and Recreation Committee have been meeting since this summer and
discussing possible locations for a Veteran's Memorial site.
Issue:
Where should a Veterans' Memorial site be located in Scandia?
Proposal Details:
The committee had been discussing mainly two possible locations -at the Hay Lake Park and
Lilleskogen.
The Hay Lake Park location would be near the break in the trees along the bike path. While no
design has been decided, the committee was considering a 40x40 foot area for development. This
location was provide a quieter, more serene setting (you can hear the crickets), provide visibility
from Olinda Trail North, and be accessible from the paved parking lot and bike path.
The Lilleskogen Park location discussed was on the south end of the parking lot. I've suggested this
location because there was some concern and discussion previously they we may want to reduce the
amount of the butterfly garden, it will be accessible from the parking lot, will be visible from Oakhill
Road but because of the greater volume of traffic in the area may not be as quiet as Hay Lake Park.
The Mayor polled people visiting the Village Center on November 26, 2013. He asked them which
site they thought would be best for a Veterans Memorial and which they were more likely to visit -
either Hay Lake Park or Lilleskogen. Of the 71 people he surveyed, 57 preferred Lilleskogen and 14
preferred Hay Lake Park. In addition, some people expressed a willingness to financially support a
memorial at Lilleskogen and commented that it would be nice to be able to leave their car parked
when visiting the cemetery, then walk over to the memorial at Lilleskogen to pay their respects.
Fiscal Impact:
The committee will begin working on fundraising once a location and design are established.
Options:
1) Recommend to the Council that the Hay Lake Park site be used for a Veterans' Memorial
2) Recommend to the Council that the Lilleskogen Park site be used for a Veterans' Memorial
3) Recommend to the Council another site be used for a Veterans' Memorial
4) Recommend to the Council no City park sites be used for a Veterans' Memorial
