Monday, March 14, 2022
6:30 P.M.
Location: the Scandia Community Center, 14727 209th Street N, Scandia, Minnesota
And Via Zoom and Boxcast Stream
Attendance: President Greg Amundson, Vice President Heather Benson, Commissioner Brad Borg,
Commissioner Sue Dickens, and Commissioner Mike Lubke, All in person.
Absent: None.
Also in Attendance: Executive Director Ken Cammilleri and Washington County CDA Economic
Development Director Chris Eng.
Call to Order – President Amundson called the meeting to order at 6:xx PM.
Approval of Agenda – Motion by xx, seconded by xxx, to approve the agenda. Motion carried.
Approval of Minutes from the Board’s January 10, 2022 and February 14, 2022 Meetings – Motion by xx,
seconded by xx, to approve the meeting minutes for January 10th and February 14th. Motion carried.
The Commission welcomed New EDA Commissioner Mike Lubke to the EDA.
Director’s updates/financial report – Cammilleri reported that the City will be carrying out a comprehensive
parks and recreation open space plan process and that the City will be hosting an open house for its new draft
update to the development code at the time the EDA regularly meets on next month. (April 11th @ 7pm).
He also reported on the agency’s cash balance and financial activity for the month of February.
Review of EDA Work Plan - The Commission reviewed the final draft and agreed to submit the plan to the
City Council for approval by unanimous consent.
Business and Development Discussions –
The Commission reported that they have received work that Prairie Restorations have tentative plans
to reopen their retail operations in Scandia next season.
President Amundson provided updates on talks with the Osceola Medical Center (OMC) to
potentially re-establish a clinic in the community and discussed opportunities with board members.
The Commission discussed potential development opportunities regarding land east of the Scandia
Fire Department.
The Commission discussed potential business opportunities for 21239 Olinda Trail North.

Consideration of temporary new board meeting date for April due to scheduling conflicts with the new
development code open house to be held at the same time.
