5. Staff report - setting public hearing for UDC Staff Report Date of Meeting: May 3, 2022 To: Scandia Planning Commission From: Brenda Eklund, City Clerk Re: Setting the Public Hearing Date for the Unified Development Code Background: State statute requires official zoning controls to align with the updated 2040 Comprehensive Plan, adopted by the City in October 2019. In May 2020, the City contracted with Swanson Haskamp Consulting to update the City’s development code, subsequently identified as the Unified Development Code. Jennifer Haskamp has been the principal lead on the project, hosting community surveys, workshops, and working with staff to refine the updated development code and zoning map. The Planning Commission is tasked with holding the public hearing and making a recommendation to the City Council for final adoption of the City’s Unified Development Code. Issue: What date should be set for a public hearing on the Unified Development Code? The purpose of the meeting is to gather public comments and to consider a recommendation to the City Council for its final adoption. Proposal Details: The consultant provided two potential dates at which SHC is available to participate in the public hearing: • Monday, May 23rd OR Wednesday, May 25th Staff surveyed the Planning Commission and City Council as to their availability for either of these dates. The table below summarizes the responses for dates that work best. No response could be interpreted that either date is good. Attendance by the City Council may be beneficial so they are informed of public comments and discussion, but not required. If City Council members cannot attend, the meeting will be streamed and recorded on Boxcast for their viewing prior to the Council’s adoption, tentatively planned for their meeting on June 21, 2022.
