Park and Recreation Committee Minutes- Monday May 2, 2011

1. Call to Order
2. Agenda reviewed-added Roberts rules of Order review to agenda
3. Minutes from April approved as written
4. Lilleskogen Project Update-Steve is planning to apply another treatment of Canary grass before
boards for weir are placed and water level determined.
SRF is working on parking lot design. Friends of Scandia Parks volunteer day on Saturday April
23 was not attended by enough people to work.
5. City Council Meeting-Eagle Scout Kyle presented and planned to return to review materials and
plans with the committee for his project for the scoreboard.
6. Summer Recreation Programs Update-sign up has already begun for summer programs,
information has been sent out for schools and publicity.
7. Lighted Ball Field-Sally has gathered information and will meet with groups for renaming the
field.There is not a consensus on how to name the field. Motion to create a subcommittee to
review the naming of the ball field was passed and Sally, Matt and Mike are named to the
subcommittee. Recommendations will be received at the June meeting.
8. Park Dedication Policy Review-subdivision regulations were introduced and reviewed. Land or
comparable money can be required in a special fund for the Park and recreational facilities or
open space. The current Development Code regulations and requirements are being reviewed
and updated by the Planning commission May 3.The most important decision is to determine
the amount of land and equivalent fee per unit based on the comprehensive plan, required for
new subdivisions. The current ordinance for New Scandia Township Development Code
requires 7%of land for public us or$1,500 per parcel.The draft proposal reviewed suggests 5%
with a fee of between$2,700 and $3,500 per unit.
9. Trail Planning Meeting Update-Trail planning map was reviewed with recommendations for off
road trail along 97 from Odell to Ozark, extensions of existing sidewalks and three larger bike
routes which will be reviewed by the Friends of Scandia Parks and several neighborhood loops.
Consideration for"Safe Routes for School" was incorporated into plans.Trailhead locations and
trail crossings were considered. Map will be reviewed and revised at the June meeting after
feedback is gathered.
10. Park Boundary Signs and Posts-7 foot posts and park boundary signs were discussed for WIP
Park and Lilleskogen and it was decided to order 50 12"x6" "Park Boundary" signs @ $5.95 each
from Advantage and 40 U posts from Fleet Farm. A letter will be sent to the property owner
whose boundary signs have overlapped WIP Park boundaries.
11. Volunteer Dates are set for the second Wednesday and fourth Saturday of each month.
Projects set for these dates are Wednesday, May 11-brush removal at Lilleskogen. Saturday
May 28 is a holiday weekend again and the project will be buckthorn removal and brush
removal at Lilleskogen. June Wednesday will be stairs at WIP Park. Proposed Saturday June
project will be setting up grills at ballfield. Matt and Sally will check on grills.
