II. k'la�ning Process
The planning process included several steps:
o The City Planner and Administrator revieweci existi��g planning documents, and
developed base maps for the city and the village area ideniifying e�isting and proposcd
trails.
o The Planner incoiporated thc �riends of Scandil Parlcs and Trails propo5cd trail loo�s
into the base maps.
o The City held an initial charette mecting on Ma��ch 28, 201 1 to review the eYisting
plannin� infor•mation and base m�ps, and dcvelop proposed irail i•outes. The Scandia
P�rlc an�i Recreation Committee, Priends of Scandia Parlcs, and Scandia residents
participated in thc mccting. ("17iis gcoup is referred to as the "plaiuling group" for the
project in this Master Pl�n Report.) "1'hc mceting creaied a map of draft irail loops,
iiicludin�the tlu-ee rotites identi(�ed by the Friends of Scandi�i Parlcs, ai�d several "sub�-
loops"as part of each of thcsc loops. The mee[ing also identiried thc necd for several
new trail crossings of major roadways in Scaudia, and lhe proposed locations of
trailheads toz•the proposed trail routes. 'The proposcd trait loops, crossings and traillzeads
�vere added to thc basc inaps.
o "l�he plannin� process includecl contacts with Scandia Clen�entary School, to discttss the
need for safe irail routes that woulcl allow students to �v��llc or bilce to sehool. A survey
�vas distributed to parents to determine the numbers of students cur��ently wallcin�or
bilcing to school, issues, and nccds for safe routes to school. The suivcy results�nd
Summary are included in the Attaclunents.
�� '1'hc City held a second cliarette meeting on April 25. 'I'he focus o(�thc meetiug was tlle
review of the draft map created aiter ihe first charette meeting. Thc meeting again
included t11e City's Pai•lc and Recrcation Conuliittec, Pcie�ids o1'Scandia Parlcs, and
Scandia residents. This pl�nning group made sever�l ch�nf;c� and reiineme»ts to the
draft map, particularly lo clarily connections, crossii�gs aud tr�ilheads in thc Villagc area,
and potential connections to the proposcd Gateway Trail. The meetin�;participants �lso
dcveloped a list ol'priorities for development of thc Mastc.c 1'lan.

"1'hc city-wide Master 1'lan for trails in acandi� is shown on 1'igure 1. The proposed system
includes three major trail loops, and scveral sub I��ops f-or each trail, to provide a variety of
options for trail users. The system also includi;s the extension of side�valks along kcy routes in
thc Village area, connections to thc proposed Glteway'I�rail, h�ails along Trunk i-Ii�hw�y 97 and
95, a proposed Soo Line Railroad trail, and trai l crossings and trailhcads. All of�the proposed
trail routes arc noi�-inotorired routes.
The major elements of'the city-wide trail plan, and recommendations rcgarding die character of
these elements, iuclude ihe (ollowing:

Thc niajor routes identified on thc plan include the Big Marine Trail, ScandialMarine Trail, and
Scandia North or T3one Lal<e Trail. Thesc trails are pro�osed to Ue on-road trails, designated by
signage that will bc developed by the Friencls of Scandia l'acks. The County and City will nccci
to �pprove trail signa�c on thcir respcctive roadways. Thc major trail loops ai•e assumed to be
on-road trails lhat will primarily be used by bicyclists, but may also bc used by pedestrians.

Severa( sub-loops havc. been ide��titied for each m�jor trail route. These loops hzve becu
identificd to provide a variety of trail op[ions tor bicyclists, wallccrs and other trail users; to

conneccions to �varicty oi'destinations in Scandi�and the Old Village. The laops have becn
namcd, using loc�l �eographic features such as lalces. The proposed sub-loops are shovt��on

ancl quielec streets. Si�nage should be installed at trail interscctions to identify the routes and

3) Distance from school is an issue for the majority of parents:
• 103 (73%) selected distance as an issue.
• 85 (60%) live 3 or more miles from school

comfortable allowing their child to walk/bike at any age.This indicates that
for nearly half of parents,distance (combined with other factors) may be an
obstacle to big to overcome,even if safety issues were alleviated.

were asked co check on the left iP an lssue affects their decision to allow walkingJbiking,and checic on the right if
they would probably allow walking/biking if the issue was changed or improved.Many parents only answered
the left or the right side.If they only auswered tlie right side,I assumed they were checking which issues cause

Comments fi•om families who live under S miles f'rom school:
e I would love to have safe bike paths in Scandia. However, Hwy 97 is a major
problem.
o We are excited about having bilce trails in Scandia.
o Would consider if there wei•e a bike path or sidewalk for them to ride on.
o I would not allow my child(ren) to cross Hwy 97 by themselves.
a We live on a secluded roact with homes havin�; 10 or more acres. Few people can
see the road fi-om their house. My children will not wallc or ride their bilces to or
from school. Ow' nearest bus sto� is at least a mile away. I<ids wallting to school
in the winter is crazy. If there isn't outside reccss, how can lcids wallc to school?
o I would probably still not let my children ride bilces to school, but we would love
to see a trail system and would definitely use it as a family iF it came close enough
to our house.
• Olinda is a very busy road with small shoulders one way. If this road had a safe
area to ride bikes, I would let my son ride bike with a neighbor to school during
fall and spring.
• I would love for my child to ride his bike to school as I did as a child.The traffic is
just too heavy. There isn't a sidewalk or riding path. Would like to see that change
to Oakhill Road. Even just a shoulder to have so the kids can ride,
• I think an off-road bike trail alongside Olinda Trail would be an EXCELLENT idea.
• I allow my child to bike or walk to/from school during the non-snowy/icy
months,but I am concerned about safety and traffic along Hwy 97 (part of the
route to school). I do not allow biking in the winter because I worry about the
slippery conditions- dangerous for a biker on�he shoulder of a busy highway. I
might consider winter biking if there was a separate bike trail on Hwy.97.
� We would love to have a bike path down 97, due to the speed and the traffic that
occurs.We would also like a connecting path to get to 95,which would connect to
William 0'Brian.
• We live on Hwy 97 and unless a path were available,I would not feel safe to let

• Walking and biking trails are a wonderf�al idea! I would love to have more in our

• Hwy 97 and Oakhill is a dangerous (curves, speed,number of vehicles)
intersection. Oakhill is now used as a thoroughfare.There is no posted speed
limit;people drive Fast and there is not shoulder.
