September 12, 2011
Members Present: Alex Bildeaux,Tom Vogen, Dan Lee, Mike White

Guests: City Council member Sally Swanson; City Administrator Anne Hurlburt; George Galleberg,
Scandia Marine Lions Club;Tom Triplett, Friends of Scandia Parks,Judy Rydeen,Julie White,Sonja Borg.
The meeting was called to order at 7:05 by Chair Bildeaux.
Approval of Agenda: White,seconded by Lee, moved to amend the agenda by adding item 6 a),a
discussion of the Copas/Log House Landing and to move item 5a) (Hay Lake Eagle Scout Project)to
precede other reports. The motion carried.
White,seconded by Vogen, moved to amend the agenda to add two items,trail signage and cross-
country ski trails to the agenda. The motion carried.
Approval of Minutes: The minutes of the August 1 meeting were approved as written.
Hay Lake Park/Eagle Scout Projects: Tom Triplett reported that Jake Otto's eagle project will include
constructing a footbridge entirely on Washington County Historical Society property. The Lions have
approved $1,300 for the project. Any future expansion of the project to surrounding areas may require
city approval. Lee suggested an engineering review of the plan. Lee,seconded by White, moved that
the Park and Recreation Committee support the plan. Motion carried.
Reports:
a) City Council Meeting—nothing specific to report.
b) Lilleskogen Park-- Bildeaux reported that the parking lot area has been measured and tree
removal has begun. Tom Helke has given permission for brush to be hauled to his place. The
weir is working well with 3 boards in place.
c) Summer Recreation programs-- Laurie Monson's written report was presented. It will be sent
to the Council for their meeting on Sept. 20. The Committee commented that Laurie was doing
a great job.
d) Farmers Market—Swanson reported that it had been going very well,and that a committee will
gather to make plans, including branding,for next year's market.
Project Discussions:
a) Lighted Ballfield-- Swanson reported that the sign has arrived and she has volunteers to
construct the brick posts. Placement needs to be determined. Lee will work with her to stake

out the location for review by the Committee before the October 3 meeting. They will also look
at location for placing the grills at that time. Swanson reported that the grills she originally
hoped to purchase may no longer be available.
b) Volunteer Dates and Locations-- Dates were set for the remaining work days this season:
September 24 will be at Lilleskogen;all the others (Sept. 14, Oct. 12&Oct 22)will be at Wind in
the Pines,focusing on installing the boundary signs.
c) Taco Daze Dodgeball Tournament—Swanson report that there were 5 teams in the adult
division, 5 teams in grades 7-9 and 3 teams in grades 5-6, and that the tournament was
successful.
Additions to the Agenda:
a) Copas/Log House Landing-- White proposed that the use of the landing be limited to Scandia
residents through a permit system. Education on invasive species such as zebra mussels could
be given with the permits. Parking is a problem,along with erosion and maintenance of the
road and landing area. Hurlburt will provide some background on previous discussions
concerning drainage and erosion control. Discussion will be continued at the October meeting.
b) Trail Signs—Friends of Scandia Parks has grant funds to pay for signage of on-road bike trails.
Each road authority will control signs on their roads. For city streets,the City Council will. Need
to authorize the signs. Details need to be reviewed by the city engineer for compliance with
engineering standards before city staff may install the signs. No action by the Park and Rec
Committee is necessary, as the committee has previously recommended the trail plan.
c) Cross-Country ski trails—it was suggested that the fall newsletter mention that where groomed
X-ski trails are available in Scandia (William O'Brien State Park and Big Marine Park Reserve.)
