3.a) Minutes 11-07-11 City of Scandia Park and Recreation Committee
November 7, 2011
Members Present: Matt Rasmussen (Vice-Chair),Tom Vogen, Mike White

Guests: Anne Hurlburt(City Administrator), Sally Swanson (City Council Rep), Laurie Monson
(Recreation Coordinator), Zach Boesel (Boy Scout), Joyce Heinisch
The meeting was called to order at 7:15 by Vice-Chair Rasmussen
Approval of Agenda: White moved to add Proposal from Boy Scout Zach Boesel to agenda. Vogen
seconded. Motion carried.
Approval of Minutes: The minutes of the October 3, 2011 meeting were approved as written.
City Council Meeting: City Council approved designating the south side of 205th Street from the
railroad tracks to the landing as��No Parking"for the Copas Landing boat launch.
Lilleskogen Park Project Update: Nothing new to report.
Winter Recreation Programs: Monson is waiting for confirmation on Hot Shot volunteer instructor.
Once confirmed she will update flyer and get it sent to Scandia Elementary for distribution. We received
10 applicants for Rink Attendant. These are being reviewed and interviews will be set up shortly.
Eagle Scout Project Presentation by Zach Boesel: Boesel presented his idea to replace the score
board at the Wayne Erickson Memoria! Ball field with an electronic score board. He has researched
models, sizes and where to place the score board. He's also started on fundraising.
White, seconded by Rasmussen, moved to go forward with the idea presented. Motion
carried.
Hurlburt suggested he talk to a licensed electrician which will be a requirement for installing the sign.
Rasmussen called for a vote on the motion,which passed all in favor.
Hay Lake Park/Eagle Scout Project: White reported that the project has been completed.
Vintertest: Monson will work on updating flyer and press release. She will also contact Joan Benner
about getting spray bottles for snow sculpture contest. Swanson/Monson suggested adding vendors from
the Scandia Farmers Market this year. They would have tables set up in the Community Center with the
chili feed contestants.
Sign for Wayne Erickson Memorial Ball Park: The sign needs to be 10 feet from the property line.
Swanson suggested removing one section of fencing and placing the sign under the street light. Hurlburt
suggested cutting down the large pine trees and placing the sign there with new trees and landscaping.
There was discussion about the pine trees being a visual obstruction for drivers exiting the ball field
parking lot. Vogen wants to take a look at the trees before a decision is made. This item will be added
to the December agenda for more discussion.
Park Dedication for Heinisch Minor Subdivision: Roger and Joyce Heinisch applied for a minor
subdivision and variances to create a 10-acre lot and variances from the maximum number and square
footage of accessory structures for property located at 23620 Olinda Trail N. They have proposed to
allow public use of 290 acres of land which will be permanently protected with a conservation easement.
The Planning Commission recommended approval with a condition that the Park and Recreation
Committee review the application and recommend whether or not the park dedication fee of$3,000
should be waived.
White moved to recommend that the City Council waive the park dedication fee of$3,000.
Vogen seconded. Rasmussen called for a vote. The motion was passed, all in favor.
