4. Resolution No. 2022-18 Health Insurance Benefits 2022CITY OF SCANDIA RESOLUTION NO.: 2022-18 RESOLUTION APPROVING AND ESTABLISHING CITY CONTRIBUTION TO EMPLOYEE HEALTH INSURANCE BENEFITS FOR 2022 WHEREAS, the Scandia City Council has determined that it is the best interest of the City to provide a health insurance plan to help maintain the health of its current employees and to enable the city to attract and retain a quality workforce; and WHEREAS, health insurance coverage for non-union full-time and eligible part-time employees is provided by the Minnesota Public Employees Insurance Program’s (PEIP) Advantage Health Savings Account (HSA) Plan, a high-deductible health insurance plan. The deductible is the amount the employee must pay toward certain covered services each year before the Claims Administrator begins to pay benefits; and WHEREAS, the City has been contributing to a Health Savings Account (HSA) for covered non- union employees of $105/month for those on a single plan and $140/month for those on a family plan since 2007. In 2017, HSA contributions were increased to $120/month for those on a single plan and $160/month for those on a family plan. Funds in the HSA account may be used to pay for medical expenses that are not reimbursed by the high-deductible health plan; and WHEREAS, deductible amounts have been increasing over the years without an increase to the City’s contributions to an employee’s HSA account; and WHEREAS, it is now necessary to increase the City’s contribution to those on a family plan; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that it should and hereby does approve the City of Scandia’s contribution to the total cost of providing health insurance benefits shall be as follows: 100% of premium for single coverage, 80% of premium for family coverage, $125/month HSA contribution for those on single plan and $500/month for those on a family plan, retroactive for HSA contributions beginning in January 2022.
