3. 05-04-09 Minutes , � CITY OF SCANDIA PARKS AND RECREATION COMMITTEE Minutes of May 4,2009 Minutes Members Present: Alex Bildeaux, Chair, Karen Schik, Vice-Chair, Mike Goeken, Matt Rasmussen, Sally Swanson, Tom Vogen, Edward Ruf, Dan Skupien Absent: Joan Benner Guests: Ann Hurlburt, City Administrator, Tom Triplett, Friends of the Park, President and Pete Crum, City Council Member representative Call to Order. Friends of the Park Report: Rick Ahern from DNR told them that the properties for the easements up to Highway 97 for the Gateway Trail are under acquisition. Adopt Minutes of April 6, 2009. DISCUSSION: Report Updates: Ann Hurlburt with City report updates: 1. Summer recreation programs: Sports Swap for May 9, 2009 cancelled for lack of interest. Cleat Kids and Tennis programs filling up. Camp Lakamaga programs slow to fill. May have to drop these programs, or not offer as many. 2. City Council: Scandia-Marine Lions donated $7,500 for new skate park equipment. The Committee was presented with a packet of proposals from three different makers of portable skate park equipment. After much consideration, the Committee unanimously voted to recommend the SRR portable, metal equipment purchase to the City Council. The metal was chosen over wood because it was easier to move and store. The equipment can be stored in the old building. Lilleskogen funds approved for design and construction of Weir structure. To get DNR funds, need to prepare a Grant Application to the DNR after the legislature appropriates money. 3. Wind in the Pines Park: Clean up day held on April 26, 2009 was successful. One ten yard dumpster was filled, and most surface items are gone. Possibly would like to organize a can and bottle clean up before the grass is in. There was visible evidence of driving inside the park. Karen reported on trail connection bids that she has been obtaining. The Great River Greening bid was $23,000. The Minnesota Conservation Corp. would not give a bid. Karen recommends we work with Tim Wegner of Trail Source; his work would consist of review of our proposed designs, visit the site and assist at site during construction of the log stairs and other erosion control work in the switchback. Park Committee members and volunteers would do the actual construction and materials will be an in-kind donation. Tim has time in June to meet at the park , and view the site and discuss the project. The Committee needs more time, and Karen will get other dates from him. To receive committed funds from City of Scandia and Carnelian Watershed District, need a project, plans and a contract. The new park signs to be used to mark trails at all parks are in. Saturday, May 30, 2009 at 9:00 am is the installation date at Wind in the Pines Park for new trail markers. In addition to posting trail markers on trees, we will have the four (4) cedar posts to put up on the trails. Consider for future ordering a boundary survey so park boundaries can be marked and posted. 4. Taco Daze: Discussion was held regarding whether or not the Park Committee would have a booth at Taco Daze which is held on Saturday, September 12, 2009. Matt and Dan will be conducting the Dodgeball tournament. Discussion was held on how we can set the tournament so that 6th grade and under football players will be able to attend (community ed football games are held on Saturday mornings). One thought is to put adults first in the morning rounds and grade school later. Football games sometimes go until at least 2:00, so it might not work to put them in the afternoon. 5. General: The Park Committee Members have agreed to visit all parks by the July 6, 2009 meeting and to give comments and feedback on their observations. Also, discussion was held about the boat landings and are they part of the parks, etc. It was determined that the Park ordinances do not cover the boat landings. Finally, a majority vote is five (5) members together.
