3. 08-03-09 Minutes � Scandia Park and Recreation Committee Minutes Monday, August 03, 2009 Members Present: Alex Bildeaux, Dan Skupien, Sally Swanson, Tom Vogen, Edward Ruf, Mike Goeken, Matt Rassmussen. Members Absent: Karen Schik, Joan Benner. Guests: Anne Hurlburt, Pete Crum, and Marty McKelvey. 1. Meeting called to order at 7 pm. Agenda approved Minutes of July 06, 09 approved. 2. Secretary: Edward Ruf Reports 4. Funding request updates—(Anne) Wind in the Pines: Reimbursement up to $780 is available for materials used to build trails and consulting from the Carnelian-Marine-St. Croix Watershed District (CMSCWD). Lilleskogen Park: A grant application ($7500.) for constructing a water control structure was accepted by CMSCWD. SRF Consulting Group will prepare a document for construction. Next is approval by the city council and obtaining quotes for the construction. Also, a grant application for restoration in Lilleskogen was denied by the DNR Metro Greenway program, as not meeting their criteria. The Washington Conservation District has pledged $1,000 for weed control. 5. Summer Rec Programs—(Marty) Adult Co-Ed Softball has 1 team signed up so far. The date for sign up will be extended 2 weeks. (Program runs Sundays, August 30th— ❑October 25�h.) Fliers promoting the sign up are ready. Also personal contact was urged with the Fire Department. Camp Lakamaga has 30 children in the summer programs. 6. City Council Mtg—( Anne) Council voted against adding a picnic table to the Old Log Cabin Boat Landing, so as not to encourage loitering in the area. 4 of the recently donated picnic tables will go to the Lighted Baseball Field. 7. Taco Days Staffing Six referees are needed for the popular podge Ball tournament. Dan, Matt and Mike are committed to work the games. Having a sufficient number of balls for the tournament, of the right size, was discussed, as well as collecting them at the end of the games. Matt will look into getting more. 8. September Meeting Date for the Park and Rec. committee was moved to the 14t", due to Labor Day. R Project Discussions 9. 2010 Budget The city draft budget is presently being worked on and it is timely for the Park & Rec. Committee to make any funding requests, such as a tennis court backboard, or a change in any program, such as the number of weeks and cost for open gym. Other costs mentioned were for Vinterfest and the use possible use of volunteers to staff the ice rink, in addition to paid workers. (Of all the ongoing items for the parks, the staffing of the warming house and maintenance of the ice rink, cost the most.) Also discussed was the whether the hockey goal backboard needs to be higher, and playground inspection. The Capital Improvement discussions are complete. The final budget is due in December. It was noted that the reallocation of funds in not likely this year or next, as the State of Minnesota is taking part of the tax levy. 10. Lighted Ball field Charcoal Pits - (Sally) Cost estimates were discussed for various sizes and styles of charcoal pits. From the Lions baseball park fund there is a budget of$500 for 2 pits, with installation. 11. Wind in The Pines trail construction date was set for Aug. 23`d. Some details and the need for 6-8 volunteers were discussed. 12. Rasmussen House To better ascertain the use of the land a pending testing of the sewage system needs to be completed. Additions to the Agenda Reminder that Taco Daze is Sat. Sept. 12tn Meeting adjourned by Alex at approximately 9:lOpm. Next Meeting moved to September 14, 2009, due to Labor Day.
