3. 04-07-08 Minutes Lity of Scandia Park and Recreation Committee Minutes April 7, 2008, 7 pm Members present: Karen Schik, Alex Bildeaux, Mike Goeken, Matt Rassmussen, Edward Ruff, Joan Benner,Tom Vogen Members absent: Dan Skupien , Tom Triplett Guests: Anne Hurlburt, Mike Harnetty 1. Welcome to new member Tom Vogen. Congratulations to Dan Skupien and family for new arrival tonight! 2. Garden Fever report: 30+ attendees, worked well with format of one presenter at a time, plan to sponsor again next year 3. City Council Report: a. Lilleskogen-plans approved by City Council, wanted 6 ft path, did not like lighting in park. Tom T. setting up meeting with senior apartment residents to discuss their interests b. PRC 2008 plans: City Council approved. 4. Lilleskogen Park: Watershed District is interested in partnering with us/helping fund wetland area, next step is working on trail alignment, water level, site survey for water level impact, SRF for earthwork and weir proposal. Prairie restoration has agreed to donate 2500 wetland plants Consider wetland banking where credit is received for restoring wetlands. 5. Wind in the Pines Park: brush removal went well. Next step is signage- Matt and Ed will check on sign costs, get some bids. Great River Greening still planning on work in June 6. 2008 tasks: we discussed what areas each of us would like to work on for the year. See 2008 goals for details. Lilleskogen-Alex and Joan, Wind in the Pines-Karen, Open Space- Karen, Trails- Tom, Recreation- Matt and Dan, SOlc3- Tom, Advertising- Ed and Joan. 7. Chainsaw training: after discussion it was determined that would be too complicated (with OSHA and liability issues) and expensive for the city to train volunteers 8. City lot at Goose Lake-the city owns 2 1/2 acres for parks at Goose Lake. Karen will ask Anne to check on any restrictions for selling. It may be possible to sell this land and use the $ for Lilleskogen Park. 9. Announcements: Comprehensive Plan meetings April 8 and 10 10. GRG Landowner incentive program announced 11. No information yet on Washington Conservation District invasive species program 12. City Council will discuss with Scandia Elementary and FLAA- soccer field at the school and its use ' � 13.
