RE: Request to Temporarily Close the Goose Lake Pedestrian Easement
Enclosed in this packet is a request from Jim and Peg Simpson to temporarily close the
pedestrian easement from Oren Road N to the northern edge of Goose Lake. The Council
is currently only being asked if it wishes to give consideration to this request. If so,
given the level of public interest, I recommend this request be tabled to provide
public notice for discussion at an upcoming meeting.
The City is not obligated to act on this request and may defer its consideration for an
indefinite period of time.
Current liability for the City with regard to this pedestrian easement is with regard to
unauthorized maintenance work that has not been property permitted by the City.
Current access requires entry from private lands, so the uncleared segment of easement to
the Swenson’s Goose Lake Estates City Park will need to be cleared for broader public use.
Staff has confirmed that the City currently lacks the equipment needed to improve the
trail. It is also unable to provide regular maintenance due to standing water. We are in the
process of obtaining quotes for improvements and ongoing maintenance, should the Council
wish to proceed with considering additional improvements in the future.
