09.d2 PW - 2022 Road Marking (2) Staff Report Date of Meeting: 7/19/2022 For: Honorable Mayor and Council From: Charles Fischer – Director of Public Works Subject: 2022 Road Marking Background: The road marking(striping) which has been added to City streets has been a majority of double yellow center lines with some passing areas in selected areas. The process of reapplying paint or epoxy has not been done in recent years. The current state of our center line markings is from very good (new construction) to poor (not reapplied in many years). The center lines have been adopted on Minor Collector roads and aide in safer driving conditions at night or during severe weather conditions. The center lines also assist plow drivers to maintain the center of the roadway during snow and ice removal operations. Road striping material, similar in all paints, comes in a variety of base material. Typical road striping material is either latex or epoxy based. The most economical, but with a short lifespan or wear tolerance, is latex base. Epoxy base material, which costs more but with a longer lifespan or wear tolerance, puts it closer to a 1:1 or better cost comparison and does not need to be reapplied as often. The use of latex-based material may only last one year while epoxy based material should last three or possibly four years. Issue: Should Council approve the use of Public Works General Fund to update the center lines on all green highlighted roads referenced on the included map. Proposal Details: Public Works calculates 39,520 linear feet of double yellow center line to be completed this year. With the use of an epoxy base material Public Works is planning a four-year cycle for reapplying center line markings. The roads this year represent close to 30% of our total linear feet of center line. By segmenting the City into 4 sections saves application cost (travel time through the City by the contractor) and make it easier to budget for application costs in the future. Three contractors provided quotes for striping; two provided latex and epoxy base costs and one provided only latex base cost. Some years, depending on wear, other segments of road may be added and not follow a four-year cycle. Fiscal Impact: The Public Works General Fund 405-Contractual Road Maintenance will be used to support this project. The beginning year balance of the line item is $150,000, so far CC applications , road sweeping, and crack sealing have used this line item for payment. The calculated remaining balance of the line item is $114,000 and in good standing to support this project. Options: Latex: least durable material Option 1: WarningLites $9,098.60 Option 2: LinesALot $10,432.80 Option 3: Miller $31,189 Epoxy: more durable material Option 4: LinesALot $22,234.40 Option 5: WarningLites $25,292.80 Recommendation: Option 4 is recommended; this option includes using epoxy base material that will have a longer life span and allow for segmenting the City into a regular pattern of reapplication and allow for more functional budgeting each year.
