liss Addition Stormwater and Water Quality Improvement Project
Work continues on the water quality and stormwater management project for the Bliss Addition and Holiday
Beach Neighborhoods. The Carnelian Marine Saint Croix Watershed District has successfully obtained grant
funding and is administering the project. This year, the project will be focused on designing the final
improvements including alterations to ditches, placement of rain gardens and other water quality related
improvements. The district has successfully obtained comments from residents, which they will be using to
inform the final design.
However, staff is working with the district to address an unexpected snag with the grant. The grants
administrators have informed us that only improvements that directly address water quality will be eligible for
grant funding and meeting matching requirements. The revelation will likely mean the City will need to cover
the material and labor costs for stormwater outlet culverts and other structures that cannot be associated with
water quality improvements.
As a result, the District and City staff have been working closely together to develop a design that will
associate the maximum number of improvements to be able to qualify under the grant’s conditions.
Staff is hopeful that the current project budget will cover unanticipated expenditures, but changes may need to
be made to 2024 to assure that any remaining improvements that were not able to be addressed under the grant
can be completed.
Further details on this project can be expected to come forward over the next few months.
2023 City-Wide Budget Preparations
Progress continues in the preparation of the draft staff 2023 Budget proposal, which is scheduled to be
workshopped August 3rd at 6:30pm at the Scandia Community Center.. Both capital and operational budgets
are anticipated to be ready for discussion and amendment by the City Council. The Capital Investment
Committee will carry out any budgetary goals offered by the Council. An amended draft will be brought back
to the City Council for further consideration at a future scheduled workshop following the August 3rd meeting.
The City Council is encouraged to provide us with guidance as to spending priorities at any time so that we can
develop a budget that more directly applies to your goals. The working plan is to attempt to fit the Internet
Action Committee’s proposal within our Capital Investment Plan Goals.

Progress on the Scandia Gateway Trail Grant with Legislative‐Citizen Commission on Minnesota Resources
(LCCMR)
Our Final $3,070,000 Gateway Trail Project LCCMR proposal for the 2023 (FY2024) RFP for funding from
the Environment and Natural Resources Trust Fund (ENRTF) is still being processed. LCCMR received 174
proposals requesting a total of approximately $164 million. Approximately $70 million is anticipated to be
available from the lottery-generated fund through this program.
On July 25, LCCMR members will meet to select a subset of high‐ranking proposals to invite for presentation
on August 8-10 and 16-17 to receive further consideration. On August 30, it is anticipated that LCCMR will
make final selection and funding allocation decisions.
Increased Water Appropriations and Ground Water Monitoring Activity at Martin Marietta Gravel Pit
Staff currently has Martin Marietta Corp. collecting data related to its pumping activities and the change in
groundwater levels. At this point, we do not have enough data to complete an analysis. A report prepared by
our groundwater consultant will be delivered at the completion of the data collection period.
Election Preparation and Upcoming Filing Dates for City Offices
Our election workers underwent election judge training last Wednesday. We are able to report that we are
fully staffed for the upcoming August Primary Election scheduled for Tuesday, August 9th. The polling
location has not changed and will be the Scandia Community Center located at 14727 209th Street N.
Early voting is currently available at the Headwaters Service Center (The Hardwood Creek Library) on 19955
Forest Road North in Forest Lake or the Washington County Government Center on 14949 62nd Street N. in
Stillwater.
Candidates interested in filing for the Offices of Mayor or City Council Member (2 Council seats) should note
that the filing period is from August 2nd to August 16th at 5pm. Candidates for City office must submit their
filling application to the City Clerk. Applications have a $2.00 fee.
The Friend of Scandia Parks and Trails have successfully obtained a grant support habitat restoration
from invasive species for Wind in the Pines Park
Great River Greening has awarded the Friends of Scandia Parks and Trails $39,300 to carry out habitat
restoration in Wind in the Pines Park. Staff is currently working with the granting authority on the contractual
arrangement that will authorize the work to be carried out in the park.
Both Great River Greening and the Friends are further interested if the City might also consider offering
funding for the project. Public Works Director Fischer and I will look into the potential to use available funds
from the Parks and Recreation Department budget to recommend to the Council, if such funding is
available. This recommendation and the work authorization agreement is anticipated to be brought forward to
the City Council at its next meeting.
Code Enforcement
Next week the first round of code violation warnings are anticipated to be mailed out to violations identified
during this season’s compliance check of the City. Property owners who receive notice regarding violations
are strongly encouraged to contact the City to work out a resolution.
