2/5/07 Park and Recreation Committee Minutes
Members Present: Dave Smith, Dan Skupien, Ron Couture, Matt Rasmussen, Karen Schik, and Mike
Goeken,. Absent: Alex Bildeaux
Guests: Anne Hurlburt and Mike Harnetty
1. Review and Approve Last Month's Meeting Minutes
Approved: Schik/Goeken
2. Discussion of New Mission of PRC and changes to Bylaws
a. Utilizing the 1-16-07 draft of the `PRC Duties and Functions', discussion followed.
Harnetty offered his opinion about a PRC vision where the emphasis is on 'Advise &
Recommend' and not 'Manage & ImplemenY. PRC members provided their interests and
expertise in order to form an informal `abilities inventory'. A lack of background in area
organized athletics was noted.
b. Hurlburt led the PRC through potential changes to the Bylaws. Based on comments and
consensus, she will assemble a new Bylaws draft, and urged members to provide any
additional input by week's end.
c. Hurlburt clarified the `Open Meeting' rules in Minnesota and cautioned members about the
need to post meeting timing in advance.
3. Election of Officers
a. Elections were held with these positions filled unanimously and effective immediately:
Chair: Dave Smith
Vice-Chair: Karen Schik
Secretary: Ron Couture
4. Old Business
a. Implementation Plan Old Lions Park: Goeken will assist Bildeaux in determining bids/cost on
Old Lions Park. These figures will be slated for presentation to the City Council for their
2-20-07 meeting.
b. City Council sent thank you note to Forest Lake Athletic Association (FLAA) for their
donation to the open gymnasium Saturdays program.
c. Smith will look to arrange a bonfire for 2-24-07 with the park cleanup burnables...details TBD.
5. New Business
a. Schik reviewed the `Land Protection in the City of Scandia' document (provided in advance
of the meeting). Schik is pursuing approval at the 2-6-07 City Council meeting to complete the
funding request that would provide a $3000 grant from Embrace Open Space to the Washington
County Conservation District for the benefit of Scandia.
