Minutes

Committee members present: Dan Skupien, Dave Smith, Matt Goeken, Karen Schik.
Absent: Ron Couture, Matt Rasmussen, Alex Bildeaux

1. Approval of P&R Committee Minutes of February 5, 2007.
A few modifications were made to the minutes: delete line about Marty providing
budget info to the committee. Also the line about the Lilleskogen name—should say
"A report will be prepared for the council." Anne will make changes & distribute.
Move to pass minutes with amendments changes: MSP (Dan, Karen).
2. Bill Buell, Buell Consulting Inc., and Dan Breva, DNR Trails & Waterways
presented info to the Committee on the current status of the Gateway Trail.
Bill —volunteers his consulting services to Parks& Trails Council of MN. PTC is a non-
profit that works with the state to purchase land (or perpetual easements) temporarily
with a revolving land fund. They can act faster than the state to obtain easements from
willing LO's.
They've had recent progress with the purchase of 2 new easements—the llama farm and
another parcel south of Wm Obrien. The trail will likely go on west side of Wm Obrien.
Still lots of gaps. From the llama farm, the trail could go toward town, which is what
Scandia had expressed interest in. Taylor's Falls in northern destination.
Dan will be in charge of building trail. The easement is typically 100 ft wide. 10 ft would
be paved, 6-8 ft dirt(horse). It's multi-use, non-motorized. Cmte discussed some possible
alignments near town. Agreement at table was that it would make sense to follow the
planned Ozark extension on the west side, then cross to the east side of Ozark. Then cross
97 toward fire station. P&T won't develop trail until full segments are established, from
one destination to another.
The discussion veered to the paved trail that follows 95 between gravel pit and Marine—
not well planned, not maintained,just ends at 97. Perhaps PRC could investigate further
and find out if the trail could be better used/extended/maintained.
3. Public Hearing April 3, 2007. The city council will address abandonment of 1 S` Street
and 3`d Ave. No further discussion.
4. Wind in the Pines and proposal from Great River Greening.

Karen distributed the proposal from GRG, which outlines a number of tasks that are
needed at the park, along with estimated costs. Total costs far exceed the amount of
funds available, so discussion ensued on what would be the highest priority. The
committee agreed that the funds would best be used for a management plan, a cost of
$6K to $l OK, which is about the amount of funds available (including $2K from the
city). If funds were leftover after the plan, then erosion control could be done. The
committee felt that a meeting with GRG on April 13t" is not needed.
Action: Karen will check the GRG can do mgmt plan with their funds. If so, we will
present to city council and request additional funds.
General lapse into discussion about Taco Daze—there is a meeting on Apr 13.
Discussion re: PRC booth.
8. Discussion of the P&R Committee goals for 2007.
Dave will meet with Anne and list all the things that are happening and sketch out a 2 yr
plan. We discuss at May 7 meeting and present the goals to the council on May 15.
9. Updates on Scandia recreation programs.
Anne distributed a draft of the programs that Marty is developing—an ambitious agenda.
Marty is looking for help from the committee if possible: the May 1 kick off(kid pizza
party), the May 12 garden program and May 17 line dance. Let Anne know if you can
help.
10. Scandia Comprehensive Plan update. Karen reported that the first meeting is April 9.
1 l. Capital Improvements Committee. Mike reported that the first meeting is in May.
12. The new name for"Old Lions Park will be presented to the City Council Meeting on
April 17, 2007. Anne needs several names so City Council may chose which name they
prefer. Oak Hill Park, Scandia Park, Dala Skugen, Dala Park
13. Old Business
Mike reported on the bonfire. 12 adults, 6 kids. Went very well. 2-3 more days of
burning piles left. There is a LOT of brush.
