06.21.2022 Joint Council PRC Minutes City of Scandia Parks and Recreation Committee Tuesday, June 21, 2022 A special joint meeting of City Council and the Scandia Parks & Recreation Committee was held on the above date at the Community Center and on Zoom. City Council Attendance: Mayor Christine Maefsky, Heather Benson, Jerry Cusick, and Patti Ray. Scandia Parks & Recreation Attendance: Terry Gorham (Chair via Zoom), Greg Zauner (Vice Chair), Kimberly Johnson, and Thomas Hinz. Also in attendance: City Administrator Ken Cammilleri, Public Works Director Charles Fischer and Office Assistant Brenda “Bee” Stignani. MSA Consultants: Chris Janson (via Zoom), Claire Mickelson, and Emily Herold. The meeting began at 6:03 p.m. • MSA Consultants introduced each member of their project team and reviewed the overall scope of their approach for updating Scandia’s Parks, Recreation & Open Space Master Plan. • MSA reported collecting data from staff, Scandia’s 2040 Comprehensive Plan, Scandia’s 2006 Parks, Recreation & Open Space Master Plan and site visits to complete Phase II at the conclusion of this joint meeting. • MSA provided drafts of surveys and maps, collecting initial feedback from Council and PRC members. o Updating progress in regard to the Gateway Trail o Playground Equipment Replacement Project at the Community Center o Updates in Lilleskogen, including potential DNR School Forest & first standardized park sign o Scandia Heritage Alliance project o Bone Lake park development o Liten Park development requirements and timeline o Connection with private park, Barton Johnson Memorial Park o Considerations: ▪ Dog Park ▪ Disc Golf Course ▪ Improvements to Wayne Erickson Memorial Ball Park & T-Ball field that is used mostly for parking ▪ Pickleball ▪ Soccer Field ▪ System to make parks accessible safely to children on bikes • MSA collected feedback on the community survey draft and will provide a flyer for staff to assist publicizing in the future.
