Scandia Park and Recreation Committee
Minutes
Thursday November 15, 2007, 7 pm
Members Present: Dave Smith, Karen Schik, Alex Bildeaux, Mike Goeken, Matt Rasmussen,
Dan Skupien, Joan Benner, Tom Triplet, Edward Ruff

1. Introduction of New Members to P&R Committee. New members Edward, Tom and
Joan introduced themselves to the committee.
2. Rec program updates. Marty provided flier on the winter skating program: Hockey &
Pleasure skating classes. 6 classes for $25.
Marty provided updates on the Winter Party, scheduled for Sat, Feb 2, 1-4 pm. The
Lakamaga location will not work for this year, so it will be at the Community Center, as
usual. Activities will include skating, sledding, sleigh ride(Anne will contact the outfit from
last year for info), and campfire and hot cocoa. There will also be XC ski lessons— 15
minutes, 3 sessions. Committee will determine suitable campfire location before snowfall.
Marty will get permission from the church to use the hill. Committee members will rotate
turns (pairs) to be stationed at the sledding hill. We discussed snow sculpture/snow
creations, building snow huts, etc and decided to let it happen on its own, but not necessarily
organize it. Dan suggested a name for the event: Scandia Vinterfest.
Alex suggested his daughter's class could do hotdogs. Details need to be worked out, but it
seemed doable. Lion's were also suggested as a possibility for food.
3. Approval of P&R Comm. Minutes of October 1, 2007. MSP: Alex/Mike
4. Election of Secretary
No one was interested in being secretary, so we agreed to rotate the position in alphabetical
order. Karen volunteered for this meeting, so rotation will start from there as follows:
Dan Skupien, Tom Triplet, Joan Benner, Alex Bildeaux, Mike Goeken, Matt Rasmussen, and
Edward Ruff
5. Discussion of bids submitted by firms for restoration plans at Lilleskogen Park.
Six proposals were received. Anne prepared a spreadsheet to compare the different costs and
tasks. Total costs ranged from $9,880 (Bonestroo) to $24,760 (AES). Dave & Karen
recommended SRF/Critical Connections, based on knowledge of their expertise, the low cost,
they addressed the requested tasks, and they are local. Although they were not the lowest
bid, they were second lowest and included several tasks that Bonestroo did not (maintenance
plan, woodland restoration plan, and cost estimates. Since our initial budget was only $10,
we discussed ideas to reduce the cost. In the end we agreed to not remove any tasks, but to
ask them to reduce their bid slightly. Tom moved to offer the project to them for$12,000
(about $800 less than what they proposed). MSP: TT/DS. It will go before City Council next
Tues 11/20.

6. Construction of trail at Wind In The Pines Park by GRG.
Karen gave a brief overview of the project to new members and announced that GRG will be
doing the work the week after Thanksgiving. Email updates will be provided.
Karen recommended that there is buckthorn that needs to be cut at the park entrance. A date
was set for Nov 14 at 10 am. Alex will do chainsaw work, if he can be there. If not,
individuals will bring hand tools to cut. Alex can provide Garlon to treat the stumps. Mike,
Dan, & Karen plan to be there, Matt & Alex may be. Dave, Joan, Edward, & Tom will be
doing a tour of city parks. They will help at WIP when they get there around 1 l. All may
join the tour from there, to Hay Lake, west of the school, and Goose Lake.
7. Comprehensive Plan Committee Updates.
Karen went on & on about all the CPC activity in the last month, including 2 public meetings
to generate a vision for Scandia, info on ground & surface water, a summary of the Parks
plan, discussion about commercial development, etc. Several focus group meetings will
happen in Dec to get input on the different Character Districts of Scandia(river, lakeshore,
village center, ag). After that there may be a meeting to get public input on places the public
values, which could be incorporated in a parks/trails greenway map. The PRC will likely be
involved if this public meeting takes place.
8. Update on Trollhaugen/Eko Bakken.
As requested by City Council, Dave did some more research to compare the two facilities to
determine which would be most suitable for a Scandia Tubing event.

Though Trollhaugen costs a little more, everyone agreed it was much safer and would be more
fun to have it reserved just for our group. Dave will find out what is needed for downpayment to
make the reservation. He will also verify that Dec 29 is still available. Individual reservations
and payment will have to be taken at Scandia. Motion: To recommend the Scandia Tubing event
be at Trollhaugen MSP: AB/MG. If City Council approves, we will need to figure out publicity.
