06.i Staff report - Womens Softball Gambling Permit Staff Report Date of Meeting: August 16, 2022 To: City Council From: Brenda Eklund, City Clerk Re: Scandia Women’s Softball Association Gambling Permit Background: The Scandia Women’s Softball Association has applied for an Excluded Lawful Gambling Permit for their fundraising bingo event. The Gambling Ordinance (Scandia’s Code of Ordinances, Chapter 130.11) requires a local permit to conduct lawful gambling that is excluded or exempted from state licensure requirements. Up to four events in a calendar year may be covered in a single application. Issue: Decide whether to approve a lawful gambling permit for the Scandia Women’s Softball Association’s bingo event. Proposal Details: Turkey Bingo is scheduled for November 18, 2022. The bingo event will be held at the Scandia Community Center. Prizes given will be 50-$10 turkeys. These events have been conducted in past years by this organization at this location, with no incidents or complaints. The Softball Association is a non-profit organization and provided a Certificate of Good Standing for nonprofit status from the MN Secretary of State’s office. The organization and the event appear to meet all the requirements of the city’s ordinance. Fiscal Impact: The $15 permit fee has been paid. Options: 1) Approve the Scandia Women’s Softball Association’s Excluded Lawful Gambling Permit. 2) Do not approve the request for a gambling permit. 3) Make no decision at this meeting. Recommendation: Option 1.
