Dear Mike:
At our meeting on Thursday morning I thought we made some progress,but there were a few things that really troubled me.
First of all you stated that we do not have a functioning Park and Recreation Committee. It is completely not fair of you
to make this type of statement having never attended one of our meetings. I'm not sure what you hear ar who you heaz it
from,but we have been more functional in the past two years that in the previous 3 for sure and more likely in the history of
the Committee's existence. In the past two years here's what we have accomplished:
2004 Activities & Accomplishments
• ❖ Prepared a request for proposal to hire a consultant to assist the Committee with the development of a
Comprehensive Plan.
❖ Recruited 4 new members to complete the committee.
❖ Selected Sanders Wacker Bergly as the consultants for the Park and Recreation Comprehensive plan
❖ Committee Restructuring, with the election of committee members as officers.
Drafted a Communications plan to improve communication among committee members as well as committee
activities with residents in general.
❖ Continued work on the Gateway Trail development through Scandia, including a meeting with cooperative
residents in the Town Center area along with consideration of trail easement on the Iverson property.
❖ Conducted Recreation Programs Cleat Kids, Spark, Archery, Groovy Girl Club,Tennis Lessons, Skateboard,
Camp, Skating Games, Skating Lessons
❖ Began meeting with consultants in September
❖ Inventoried and toured existing park, recreation and open space facilities.
❖ Wrote,edited,distributed and tallied a Community Survey regarding residents views and priorities for parks,
recreation and open space facilities and programs, with a response of over 500 or 30%.
❖ Gathered and analyzed demographics information of Scandia.
❖ Hay Lake Shelter,completed improvements to the turf,addition of a satellite restroom
❖ Lighted ball field received major improvements.
❖ Review the following developments for parkland dedication-Bergman,Farver, Iverson Property
2005 Activities and Accomplishments
❖ Completed inventory of all park facilities;
❖ Reviewed problems with the ice skating facility and made recommendations to the Town Board;
❖ Made more regular updates to the Township website to better inform citizens;
• ❖ Recruited 3 new members for the Committee;
❖ Adopted Committee Bylaws;
❖ Continued work on the Gateway Trail development through Scandia;
❖ Recommended funding and establishment of a Park and Recreation Coordinator position which would develop and
oversee recreation programs,handle facility scheduling,etc.
• ❖ Reviewed the following developments -Wild Bush Acres,Emerald Acres,Serenity
❖ Recreation Programs Conducted- After-School Ice Skating Program,Ice Skating Lessons,Cleat Kids,Spark,Blast
Park Program,Combo Program,Survivor,Archery,Groovy Girl Club,Lacrosse Camp,Tennis Lessons,Skateboard
Camp,3`d Grade Flag Football, ls`Annual Community Skating Party,Dodgeball Tournament,Cloverleaf Community
Bike Ride; A total of 714 participants.
❖ Finished compiling all data and existing park information for inclusion in the plan;
❖ Completed formation of a vision for the park system;
❖ Hosted 2 public meetings to gain input from residents on January 31 and May 19;
Hosted a meeting involving DNR,Trust for Public Lands,St.Croix Scenic Coalition,Mn Land Trust and Washington
County,March 14�';
❖ Conducted focus groups on specific components of plan;
❖ Began reviewing first draft of plan.
❖ Community Center Tennis Courts Resurfaced;
❖ Purchased and installed a single basketball hoop insi ty enter Tennis Court.
Furthermore,I am really offended that you have allo small conflict o rshadow these documented accomplishments so
much that you have completely disregarded all of the • � ies and accomplishments have been regularly reported
on at Town Board meetings and I have produced a detailed annual report for the past 2 years.
Here is where we have gotten hung up:
1. Marty's personal agenda to shut down the Spark and Blast program,because it is not the style she believes in or
understands.
* Apri12003—the first year the programs were proposed. Marty and Deb met to discuss the two programs and how to
present them to the community. Marty and Deb clearly had different objectives for each of the program and at this time
each were serving different age groups—Cleat Kids serving preschool age kids,Spark serving K-6. I do not recall and
do not have minutes of the meetings back then,as to whether there was any concerns or objection to offering both
programs this year,but there was clearly some initial tension.Both programs were well received by the community.
• 2. February 2004—second year the programs were proposed. Marty expressed concern that the two programs overlapped
and were in competition with each other. Suggesting to the committee that the Spark Program change as to not overlap
what Cleat Kids is doing. Committee reviewed both programs,explored the possibility of combing them or changing
them and voted to continue both as presented.
3. October 2004—New officers are elected by the P&R Committee for Chair,Vice Chair and Secretary.
Now the conflicts begin to get more serious. You could consider the Committee Chair is doing a bad job of leadership,
or you could consider that at least two of the members were not happy with the officer election and are now out to do
some damage.
4. March 2005—after the Committee's Annual report was distributed at the Annual Meeting,Marty accused Debi of
criminal accounting during a phone conversation and demanded to see proof of the enrollment numbers.
6. Apri14,2005 Marty expressed displeasure at Deb's programs,lack of controlled setting, lack of first aid training.Mike
asked if the programs could be combined.Deb and Marty say no.He asked if perhaps the phrasing of games or sports
couid be changed in Deb's program.Deb said she could state the sports more generally. Gary made an analogy about his
daughter belonging in Marty's program,Jan would fit better in Deb's program.He sees two very different philosophies--
two programs. Stated unstructured play is needed as kids grow and learn.Lori summarized the statements,per above.
Mike discussed concerns with the accounting of Deb's program,but admitted that the final numbers were OK.Lori
cautioned that criticism about the accounting of Deb's program not suggest that she was gaining financially,that any
questions about the accounting were minor.Marty continued to express dissatisfaction with Deb's program.Lori asked if
the description of the programs be modified to give parents a true explanation of the differences and that park board
members stop in to spot check the programs and see if Marty's concerns are justified. A motion was made,seconded and
carried to this effect.The Committee voted to support all proposed summer programs for 2005.
7. March 2005 Mike White and Marty McKelvey dig into Township records to prove their point of criminal accounting of
• the summer program.Taken from the 4/4/2006 P&R Minutes:Mike White said to multiple committee members that"an
audit was performed on the summer programs and presented to the town board and the audit found Deb's accounting
'criminal."' If this is true,we need to have the accounting firm's name and address,copies of the audit notifications,and
the firm's findings.We also need an explanation of how the audit was performed without Dolores'or Colleen's

knowledge.Mike stated that the accountin issue was brought before the town board for their review;Dolores re rts
that is not true.Mike stated that"it was determined that Deb couldn't be trusted with money",implying that concl sion
• came from the town board;Dolores reports that the town board made no such determination. Members of this board
need to be aware that such fabrications are defamatory and actionable by the parties involved. Our committee operates in
a public forum and we cannot entertain unsubstantiated allegations of wrongdoing without liability;please take care in
phrasing remarks about others,whether on the committee or not."
8. June 8,2005—Minutes of the P&R Committee-M.McKelvey had several concerns regarding summer programs: She
recommended that Township equipment only be used for Park and Recreation programs. She had a concern that the
Cleat Kids program was not included on additional marketing materials created by D.Campobasso. D. Campobasso
stated that she handled marketing for the programs she oversees. Target marketing is often done to bring awareness and
improve participation up until the programs begin. D.Campobasso stated that it was her understanding that M.
McKelvey handled all matters including marketing for the Cleat Kids program. Discussion regazding the approval of all
flyers/promotional materials be run through the Committee.M.White made a motion that all flyers sponsored by the
Committee be approved by the committee. Discussion continued with B.Joselyn stating that type of policy would be
very restrictive for a coordinator to promote programs. Motioned was canceled. Another concern was in regards to the
budget amount that was presented for the Cleat Kids program by D.Campobasso. M.McKelvey stated that the amount
was inconect and would like the Committee to reallocate some of the money allocated to the SPARK program for Cleat
Kids expenses. D.Campobasso stated that the budget amount sent to the Town Board came from documentation
presented by M.McKelvey at the March meeting. She stated that if there was a change in the budget amount,that
should have been presented to the committee for approval. Since there was no other discussion regazding the program
budget at the April meeting when the program was approved,the amount submitted was the amount forwarded to the
Board($825.40) The Committee suggested that Marty request the additional amount she needs for the program and get a
new approval from the Town Board. She thought that would make the program look bad.
9. November 6,2005—Committee votes to support and organize the Scandia After School Skating program for winter
2006.
10. November 2005—Marty solicits the Forest Lake Community Education Department to run an after school skating
• program for Scandia Elementary kids at the Community Center rink. She does this knowing that the Committee
sponsored this program the previous year and would likely do it again. Debi gets a call from FT,Community Education
stating that they heazd a"rumor"that I was planning to start a skating program,but they were already doing it so there
was no need to duplicate services. I informed them that they must have misunderstood,or were not given all the
information, since the Committee had started this program the previous year with good response. It was passed by the
Committee early in November to sponsor it again for the 2005-06 season. November 17`�, with much time wasted,FL
Community Education decides not to add an after school skating program to their offerings.
11. The meeting on Monday,May 1,2006.
Marty's was hired and given the task to take the Committees program ideas,add some of her own and come together
with the Chair to unanimously present a summer program to the Committee fell apart for many reasons:
Marty completely ignored the Committee's request to maintain past/existing programs. Through many e-mails from
myself encouraging her to reconsider including these,to be told"I don't have to have this conversation with you-It's my
decision." It is this attitude or lack of teamwork that is the root of this problem. Coming to the meetin
justification for eliminating past programs was clearly Marty's choice and intent. This angere ast Committe
members,since we had experienced her attempts to do this the two previous years an it con use our new members,
because it doesn't make sense.
Marty could and should have approached her presentation to the Committee in a different manner. If she had carefully
considered the feedback she was given and respected the efforts and success of those past programs,the meeting would have
gone entirely different,Monday night. If she would have attempted to come to a consensus with the Chair and worked
together,instead she states in an e-mail"I was only trying tell you what I'm up to-so no need to infer what my position is.
Otherwise I have my work cut out without having you stear me in a certain direction."We told you she had tremendous
trouble working in a team environment.
Second Place We Have Gotten Hung Up: Mike White
November 2004—D.Campobasso proposed a new Skating program to take place at the rink that her husband Geno would
• volunteer to implement. Prior to the start of this program,on December 21,2004 Mike White requests the Town Board to
implement a"no hockey policy before 6:00 p.m.daily". This policy was in direct conflict with the skating program which
takes place on Tuesdays and Thursdays from 3:30-5:30 p.m and includes hockey.
Throughout the holiday week,December 27,2004—January 3,2005,in an attempt to make skaters aware of the new
• upcoming program I provided the warming house with 25 copies of the flyer/registration forms for holiday skaters to take for
signup. On 3 different occasions I delivered flyers,attached them to the bulletin board and they all disappeared by the next
day. By the third day,frustrated,I placed them at the warming house in the afternoon,then took a trip up to the warming
house at 7:00 a.m. the next morning to see if they were still there and they were. Later that day when I arrived to skate they
were in the trash can.
On Thursday,January 13,I placed an answer machine on the ice rink phone,at the request of the Park and Recreation
Committee(Mike in attendance),for the purpose of improving communication about the warming house hours as well as
with program participants any type of cancellation or rink closure. On Friday,I discovered it was missing. After locating it in
the Township office,Dolores told me Mike took it out because I didn't have Town Board approval to install it.
On Tuesday,January 18,2005,Mike White decided to clear the ice at 5:00 p.m. in the middle of the scheduled program,with
no prior notification or warning. This day it was urgent that he clear the 1"of snow off the ice because the snow will ruin the
quality of the ice. After claims that he asked skaters to clear the ice,the supervisor nor the children skating remember
hearing his request to clear the ice,he enters the rink with the zamboni with 22 kids skating nearby. Later,Mike informs me
that this is his standard method of clearing the ice of kids,to just drive the zamboni onto the ice and hope they scatter. This
day,one parent standing nearby,said to Mike as he was on the zamboni preparing to enter the ice,"can you wait a minute
while I get the kids off the ice" . Mike said to her"they've been warned"and started driving onto the ice.
On Thursday,January 20,2005,the skating program anives with 20 kids to the rink at 3:45,gets set up and wants to begin
clearing the 2 inches of snow off the ice. After looking around for the 6 large shovels regularly at the rink for this purpose,
Geno Campobasso program leader,heads to the Township office to ask Dolores where the shovels went. She tells him
they've been locked up because Mike White doesn't like the way we shovel the ice. When in fact we haven't had to shovel
the ice yet this year.Interestingly,the 2"of snow didn't seem to be urgent to clear this day.
This was the winter from Hell,between trying to solve all the problems Mike created and implement this program with
professionalism for participants.
• Is any of this my fault I ask? Certainly,I'm sure I could have handled a situation differently here or there and conflict is
usually a two-way street. However,the number one thing I have done wrong is try to take an objective,professional look at
�' the way we provide services to the taxpayers and try to improve it. That may be too"aggressive"or I may move too fast.
However,I did serve on this Committee 2 years without saying nearly a word unless asked.The thing is,that if we move too
slow,my kids,friends,and neighbors do not benefit.They will be grown and gone by the time I have a chance to make a
difference. If I was outnumbered and other Committee members didn't agree with my ideas,then I would have certainly
slowed down. But that has not been the case.
When you said you wanted to find out who has a personal agenda and clean up this Committee,I wondered, what is the
definition of a personal agenda and how do you tell for sure what is going on? Every time I hear someone mention"personal
agenda"I ask myself,do I have a personal agenda and if so,is it good or bad? So I turned to the web(http://www-

Now it seems a little more clear to me. Most of the people and conversations,decisions,debates etc. that the Park and
Recreation Committee has had in the past two years fall under the heading Good Politics. However there are two names that
I can associate regularly and have stated facts above,that fall clearly under the heading,Bad Politics. Marty deliberately
mislead the FL Community Education Department and made ow entire Town look like a fool;Marty bully's other
Committee members into"getting her way"on the issue of recreation programming and Marty accused me of criminal
accounting. Mike White on the other hand,continually lies and deliberately misleads people often,he uses intimidation and
bullying regularly inside and outside of ineetings and appeals to authority to subvert the process.
Interesting,how these two former Committee members/Township employees were never"investigated for personal agendas
or any other wrong doing". Yet we have minutes after minutes,e-mail after e-mail,incident after incident showing,what in
my mind,is a clear pattern of Bad Politics,lack of teamwork,inflexibility and compromise
Our Committee is now made up of professional,educated,fair,flexible people that have a trust level aiready for each other.
We haven't had that in 3 years. Is it perfect,no. But no committee is perfect. Can we work at compromise and consensus
� building,absolutely. By interrogating our Committee instead of looking at the facts and the history,you are jeopardizing all
that we have work toward the past two years. If you remove an existing Committee member,it will look as if�oa not only
have a personal agenda,but that you hold your volunteers to a higher expectation than you do your Township employees.
That is really something. You might want to take a look at how your employees are and have been relating to the volunteer
committees. There is definitely a pattern with these two individuals.
• I do have a personal agenda. It is to share my talent,skills and enthusiasm for coordinating programs with the residents of
this town. It is to help improve the quality life for some residents by creating opportunities to build community and stay
healthy through recreation programs. It is to continually review and improve the facilities,procedures and policies related to
parks and recreation to bring the best services possible to our residents. I also have a personal agenda in learning all I can
about Park acquisition and development in order to use it not only to benefit the Township,but to possibly advance my career
at some point in the future.
Lastly,I am deeply concerned that your statements regarding the program budget have been misunderstood. I took your
comments,in recent meetings,to mean,if we had a great idea that needed some extra funding that we shouldn't let funding
limit our creativity or potential. I would fully expect to use the proper approval process,for spending taxpayer dollars
responsibly,if extra dollars were necessary. I am afraid Marty has interpreted this in a different manner,which as a taxpayer
and Committee Chair I am not comfortable. She has stated twice in e-mails and on the phone:
"Plus Mike Harnety assured you and I that the cost isn't a factor for running new programs."
I would fully expect anyone in this position to either assure us the revenue will match the expenditures,or come in with a
budget requesting a specific dollar amount with justification, then work within that budget. I have not gotten the impression
�,� that's what is going on. Subsidizing programs is fine in some cases,but we have to be responsible in making every effort in
advance and during implementation to make programs self-sufficient(revenues matching expenditures). I hope you can re-
clarify this issue in writing, so we all understand the expectation. As the Chair of the P&R Committee,I feel that the budget
is a personal reflection on my leadership and is in part my responsibility.

This seems a bit too heavy on the educational, field trip type stuff.---I'm ����•
looking for more physical, casual,fun and games lype activities for the
summer. It's not clear what ages these are for, but I think there shou� :��:�`�
be separate groups for older(4�th grade)vs younger ldds or one � '"� �

group will be getting bored, while the other is interested. Also need
to know the hours- for families with 2 working parents, we need
extended hours to cover 8am-Spm at a minimum, and 2-3 days per
week....yes,it is substituting for daycare, but my kids totally LOVED
being with their Scandia fiends last summer, and we have not been
happy with summer SAC options/locations/cost in the past. And
speaking of cost-what is the es6mate? I would expect around$25-26
per day for an 8-5 program. And my kids primary question was —
• "Where's Survivor?!!" They loved the team competition activities last
year. And what about skateboard camp, archery lessons and etc? we

• hope those will be offered too...
And I gusss i aiso didn't care for the heavy references to Elim and
Gammelgarden, or the'quiet and clean'environments. I expect
summer day camp programs to be opportunities for ldds to be loud,get
dirly, run, and have fun with their fiends, without all the restrictions
that I expect will come with being in a church building, or even at
Gammelgarden.Anyway I think this just seems a bit tao prim and
proper for what I warrt my kids to be doing for mast of the summer.
Oh.. and by the way, I also would strongly recommend scheduling at
least thru mid-August if not later. Those last weeks of August can get
way too long if there isn't something programmed.

I really think Marty is mistaken with respect to dropping the combo � �
program. I think maybe her perspective is different as she has never � �
had to try and juggle summers. I also think that having a local place
where the kids can go and know all of the other kids really isn't � �
duplicated by SAC. Also, I think the younger staff component was � �
appealing to the kids. In my mind it is two totally different things. �

1. I am against removing programs that were successful and/or popular
in past seasons. These programs are supposed to be for the residents.
Part of our job, and that of the coordinator, is to be receptive to
what residents have indicated they want or require.
Wow, I agree-what happened? I like some/most of the addfions,
however without the"back bone"of the other programs,which I gather
are quite popular, I don't think it will go over well.
2. I would like to see a skeleton of a budget, even if it is very
vague, before I recommend any program.As the activities are planned
and developed there has to be some idea of what cosis might be
involved, even if the numbers are just rough figures.
That would be very useful
3. If these programs use any ta�cpayer money,we cannot have Elim
Church
involved. Such involvement violates the first amendment. If the

I'm not certain what recreational �irograms were presented in the
past so really can't comment on them. But if they were
successful then possibly modifying some of the "older" programs
by Marty might work well. Marty is the coordinator now and
does need some free room to express her own ideas. All
programs, whether old or new need to be evaluated at the year
end to see what programs need to dropped, modified, or kept as
is.

� Using facilities owned by a church by a governmental body, as
long as there is no religious message put forth, may not be in
violation of the 1 st amendment; probably should be referred to
the township attorney for review.
Marty should review past expenses, make any adjustments, and
present them to P&R and Township Supervisors. Money needs
to obligated to summer programs quickly and programs started.

I am disappointed because I think she had a real opportunity to build
onto something, and instead she will spend most of her time recreating
a youth program,which will take away from the new programs we could
be considering. Programs are ever evolving, but to start from scratch is
and was a big job.
As for the Elim issue. I do think you can have a partnership, however,
when you are out talking with resid�nts,you will hear a little animosity
about Elim from non-members. Many people in this community think
Elim and the Town officials control everything that goes on around
here. People feel that if they do not belong to this church they will
never"fit in"in this community. I am all for partne►ships, but with this
� one, I think it needs to be toned down a bit and the emphasis needs to
be on Scandia Park and Recreation. I didn't see anything about the
Committee sponsorship in her attachment, but I saw Elim several
times. I would like to know more about how the partnership is going to
work. Will programs be held at Church regularly or occasionally.
Some people aren't comfortable at church at all. Are we eliminating
them? Are we crossing a boundary here? It is a fine line. My concem
would be more about avoiding the animosity that some people feel
towards this Church, however I would be hesitant with any church.
Just my thoughts.
As for the budget, I think it is a must to see some projections on
Monday. Dave is right we need to get this approved so publicity can
get started. In order to move forward, at least a projected budget
would be important to me.
