Douglas; and Vice Chair Marschall Smith. Absent: Chair Robert Wilmers. Others in Attendance: City Administrator Ken Cammilleri; City Council Liaison Steve Kronmiller; and City Council Liaison Patti Ray. Call to Order – The meeting was called to order by Smith at 6:31pm. Approval of Agenda – Motion by Carney, seconded by Smith, to approve the agenda. Motion carried. Approval of Minutes from the April 21, 2022, May 19, 2022 and June 16, 2022 meetings by Douglas Carney with the following corrections: to correct minutes from June 16 to recognize Kronmiller as absent. Motion carried. Public Comments – No public comments were offered. Legislative Updates – Cammilleri provided updates on the Minnesota Border-to-Border Program’s funding and the program for financial assistance for long distance connections. Update and discussion on the status 2022 Midco buildout project (Contract in Process). Discussion and Consideration of Continued Planning for Broadband Buildout: Update and Discussion the 2022 MN Border-to-Border Broadband Grant for 2023 Buildout - Cammilleri read Wilmer’s update on the buildout project. The note pointed out that the project is on track, but construction has not started. The design has been completed, the materials have been ordered, and contractors have been scheduled. The activation timeline for this project is Mid-October to Mid-November, tentative barring any supply chain issues. Update and discussion on Frontier Communications participation in MN Border-to-Border Broadband Grant Program - Smith reported that the City has received notice from Frontier that there are plans from Frontier. The first impression was that their current grant application may include some of the City’s northern limits. They supplied a tentative buildout map for only Chisago County. DRAFT Scandia Internet Action Committee July 21, 2022 Page 2 of 2 Discussion and Recommendations for 2023 and 2024 Projects – The Committee discussed the areas that have not been served on the Google Sandbox Map. The Committee discussed which buildout area could be the next easiest areas where existing areas can be extended, and potentially approaching Midco about these buildout opportunities. The Committee requested that maps be printed out for the Midco Day Scandia Farmers Market event. Maps requested include a map of unserved, the TBDs and the streets, 2022 expansion and the streets without the TBD, and one for the 2023 buildout. Kronmiller volunteered to assist with obtaining the maps. Discussion and Consideration for the Preparations for Midco Day and Farms Market Information Stand and Children’s Storyboard Event – Ray reported that on Wednesday, August 31st the Committee will be hosting a stand at the Farmers Market 3:30 pm though 5:30pm to handout Midco Bags and answer questions. The storyboard event and cookout will follow from 5:30pm through 7:30pm at Lilleskogen Park. The story submission contest will start on August 1st and will be due on Aug 26th for the story contest. Mister Burgers and a cookie will be served with the meal. Promotions will also be arranged with the City. Update on Number of New Homes - Kronmiller noted that the home count was increased by 2 new addresses. Both are in the 2019 buildout. Items for Future Discussion: • Update on 2022 Buildout • Discussion of 2023 Buildout with Midco and Frontier. • Provide Update on Washington County’s Broadband Grant. Next Meeting – Smith noted that the next meeting will be on Thursday, August 18, 2022 at 6:30 PM. Adjournment – Motion to adjourn by Douglas, second Carney at 7:06PM. Motion carried. DRAFT
