2. 11-06-06 MinutesPage 1 of 2 Scandia Parks and Recreation Committee (P&RC) Minutes Monday, November 6, 2006 7PM Members Present: Deb Campobasso, Dave Smith, Dan Skupien, Ron Couture, Sarah Kilgriff, Mike Goeken, Karen Schik Guests: Anne Hurlburt, Jason Husveth (Critical Connections) 1. Welcome & Introduction of New Members Alex Bildeaux, Mike Goeken and Matt Rasmussen are officially now members of the P&RC. 2. Review and Approve October Minutes Approved: D. Smith/R. Couture 3. Mapping Update Jason displayed two large-scale draft maps for the P&RC’s inspection. These draft maps were provided for purposes of the committee’s reaction and feedback, under the terms of the 2006 agreement for maps designed 50% for NST Planning Commission use and 50% for P&RC use. The content of these maps was designed to provide:  Parcel data/aerial photo  Land cover/use Map 1 included parcel boundaries and owner names and was scaled at 1/10th mile: 1 inch. Immediate feedback to this map included: a) the need to maximize each sheet to a 42” height; b) eventually receiving maps (and a .pdf file) that fit one-half section/sheet; c) replacing owner names with Parcel ID # Map 2 included color-coded land cover/use and was scaled at 1/4 mile: 1 inch. The immediate feedback to this map included the need to improve the contrast/intuitiveness of legend coloring. Additionally, Jason asked the committee for any additional feedback within the next week. Anne suggested that all such requests be sent to her in order to forward same to Jason. 4. Discussion of Committee Relevance Discussion of the committee’s relevance was voiced due to NST’s pending incorporation and recent instances of perceived inconsistency in the Town Board’s acceptance of P&RC recommendations. While advisory committee recommendations may or may not be followed, their function is generally best served by being active in long-range plans and carrying out duties related to specific expertise of committee members. It was additionally mentioned that the P&RC (at this time of transition) set a mission, develop a framework of what we see as our roles/responsibilities, and present same to the newly installed City Council in Spring 2007. Page 2 of 2 5. Community Skating Party The preliminary date set to hold the annual Community Skating Party is Sunday, January 28, 2007. Further details and specifics are still pending. 6. Ice Rink update Hockey teams will be scheduling 20 hours/week on the Scandia rink, although will ultimately only be using 6 to 8 hours. This will allow for more than just Wednesday night “Open Hockey”. The Rink Committee will provide additional details as the season nears. It is estimated that 5 rink attendants will be needed during the 6 week rink season. Advertisements to date have produced 2 interested applicants. 7. Log House Landing request A NST resident request to consider making the area described as the Log House Landing into a park. Little is known about this parcel at this time. 8. Old/New Business a. Summer Rec Programs survey The survey evaluation of the Summer Rec Programs were provided to all members in attendance. b. Scandia Elementary weekend rental Mike determined that (as a matter of school board policy), a union custodian is a requirement to any gymnasium rental arrangement. The price for the custodian was noted to be $300 for 4 hours Additionally, volunteer chaperones would also be necessary in order to consider this option. 9. Additions to the Agenda Anne provided the Final adopted Park & Recreation Comprehensive Plans to P&RC members who wanted it electronically, via CD. Bound copies are in limited supply and requests for them should be directed toward Anne (for anyone not wanting the CD version).
