Dennis Seefeldt made a motion to deny the request for a Parki��`
Lot on Outlot A in Bonneyview Plat as this is specifically
addressed in the Development Agreement. The residents may
contact Washington County about this issue. John Martineau

The following comments were made after the vote on the motion�:
Mr. Nickelson stated he had a problem with the motion as peop .

David Hebert, Attorney, stated that no error had been made in;`�
platting procedure and that everyone within 500 feet of the
property received notice of the Public Hearing.

Ms . Opp and Mr. Baar requested funding for the Soccer Fields

Ekdahl Estates/Tree Removal
� " Developer, Ms . Gail Dietrich informed the board that no liv����
trees where removed and it was all dead wood and brush. She �';
; stated her goal was to have a beautiful Cluster Development . �`,
Ms . Dietrich presented the Declaration of Protective Covenant:
Easements and Restrictions for Ekdahl Estates and quoted fro°y
Article 12, Vegetative Cutting. Ms . Dietrich stated the logg:

removal also was completed for safety reasons .
Mr. Dan Knefelkamp, 20240 St . Croix Trail a resident next to "�

Park and Recreation/Paul Rasmussen
Paul Rasmussen presented information from Scandia Elementary Playground Committee
requesting funding to expand the existing playground equipment that will interest St�'and 6t�'
graders. It was the consensus of the Town Board that New Scandia Township had don�
$12,000.00 to Scandia Elementary for the,!�c¢r Eield and the Township should not donate to the
Playground Equipment Fund.
Larry Grundtner and Edward Hangge
Mr. Grundtner and Mr.Hangge questioned the hook-up fee for the 201 Septic System as due to
the Road Construction of 188t�'Street and Norell Avenue the drainfield that serviced Mr.
Grundtner and Mr. Hangge had been destroyed. They had been informed at the informational
meeting for the Road Construction that they would not be charged to connect to the 201 Septic
System. Both parties requested that the fees be waived and expressed that the old drainfield was
still in good condition. The Town Board stated that there is evidence that the drainfield is failing.
Paul Rasmussen made a motion to cut the rate of the hook-up fee for Mr. Grundtner and
Mr.Hangee to the amount of$17500.00. The drainfield was on township property and the
� residents should have been paying a maintenance fee over the years of service. Dennis
Seefeldt seconded the motion. Dennis Seefeldt,Paul Rasmussen and Nancy Madden voted
yes. John Martineau and Michael Hinz voted no. Motion adopted.
Scandia/Marine Lions Excluded Bingo
Dennis Seefeldt made a motion to approve the Excluded Bingo for Scandia/Marine Lions
for Taco Days on September 7,2002. Michael Hinz seconded the motion and motion
adopted unanimously.
Letter of Credit for Landscaping in Maior Subdivisions
Paul Rasmussen made a motion to require a letter of credit to guarantee funds in an
amount equal to one hundred twenty five percent(125%)of the total cost, as estimated for
completion of the Landscape Plan for Major Subdivisions. Dennis Seefeldt seconded the
motion and motion adopted unanimously.
Camp Courage/3.2 Percent Malt Liquor License
John Martineau made a motion to approve the 3.2 Percent Malt Liquor License for Camp
Courage function on September 21,2002 at the Hawkinson Business Park. Michael Hinz
seconded the motion and motion adopted unanimously.
