Meeting at Community Center, Zoom and Boxcast.com
Members in Attendance: Sue Dickens, Lynne Moratzka, and Sarah Porubcansky. Absent: Lisa
Schlingerman. Staff in attendance: Brenda “Bee” Stignani (Office Assistant).
Call to Order –Chair Dickens called the meeting to order at 5:08 p.m., a quorum is present.
Approve the Agenda – Porubcansky moved, Moratzka seconded, to approve the agenda
with Flexibility. Motion carried unanimously.
Approve the Minutes – Porubcansky moved, Moratzka seconded, to approve the June 28,
2022 minutes. Motion carried unanimously.
Wayfinding Signs Update –
Dickens reported she requested that Council include funds for developing a Signs Master Plan in the
City’s 2023 budget. Staff will be providing Council for an approximate amount to expect in a
Request for Proposal. The Council supports moving forward.
Shrpa –
Dickens reported aggressively seeking supplemented fee amounts from Shrpa, but only acquired full
subscription rate information. Dickens will continue to seek reduced rates details. Moratzka
provided text and direction for Porubcansky to create a Dala Horse Adventure in Shrpa. Dickens
reported her request for a script for a Barn Quilt Trail Adventure was only a direction to the
website. Dickens will delay investing time into writing up this adventure until it is known if Shrpa
will provide new professional Adventures if the City renews the subscription or not.
Flexibility –
• Dickens reported Council approved charging $25 for the vendor fees at the Best of Scandia
Shopping Extravaganza. Dickens has reserved the Community Center on Saturday
afternoon, November 26th for set up and all-day Sunday, November 27th for this event and is
actively seeking food truck options. Dickens developed an application for vendors, and
other volunteers in this project are Kirstin Libby, Patty Ray and Lynne Moratzka. The
applications will be vetted out for 30 vendors, with a priority to local Scandia or Marine
vendors or the surrounding areas. Discussion concluded that hand crafted/produced items
would only be allowed. The fee collected will discourage vendors from not showing up, and
will go toward the expense of advertising and providing one complimentary meal for each
vendor table from the proposed food trucks.
Motion by Moratzka, seconded by Porubcansky, to not allow resale vendors at the
Best of Scandia Shopping Extravaganza event. Motion carried unanimously.
• Porubcansky shared an email message from a resident who is asking if Scandia is interested
in hosting a Food Festival type event. This email will be included in the next meeting packet
for open discussion.
Adjournment –Motion by Porubcansky, seconded by Moratzka, to adjourn the meeting.
Motion carried unanimously. Meeting adjourned at 5:48 p.m.
