Background:
Mr. Sydney Stephan has contacted the City about running an events center on his property to
host weddings and other community events. A copy of Mr. Stephan's letter is included in your
packet.
Mr. Stephan's property is mainly in the Agriculture-Core(AG C) district. This is the portion of
the property where the barn is located. The northwest portion of the property is in the General
Rural (GR) district. An aerial map of his property taken from Washington County's GIS viewer
is included in your packet. Roughly half of the property is also located in the Shoreland District.
Issue:
Should Mr. Stephan's request be referred to the Planning Commission for a recommendation on
changing the zoning code to allow this use?
Proposal Details:
As Mr. Stephan explains in his letter, the current zoning code does not provide for the type of use
he is requesting. Chapter Two, Section 1.3 discusses uses not provided for within the zoning
districts.
"Whenever in any zoning district a use is not specifically allowed as a permitted, accessory,
conditional, or interim use,nor is such use allowed by administrative permit,the use shall be
considered prohibited. In such cases,the City Council or the Planning Commission,on their own
initiative or upon request, may conduct a study to deternune if the use is acceptable, and if so,
which zoning district would be most appropriate for the use, and the conditions and standards
applicable to the use. The City Council, Planning Commission or property owner may initiate an
amendment to the Zoning Ordinance to provide for the particular use under consideration, or the
City may find that the use is not compatible for development within the City."

Mr. Stephan further states that Chap. 2, Sec. 4.21 Resorts/Conference Facilities (which are
current conditional uses in the AG C and GR districts are only marginally similar to what he
would like to do.
Sec. 4.21 reads as follows:
Resorts/Conference Facilities
(1)Pernutted Uses.
(A)Overnight lodging to serve visitors of the resort or conference facility.
(B)Recreational facilities including but not limited to racquet sports facilities,nature trails,bike
paths, and ski areas.
(C)Meeting rooms.
(D)Restaurant and lounge.
(2)Performance Standards. Resorts/conference facilities shall comply with all of the following standards.
(A)The resort shall be located on a site of at least 50 acres.
(B) At least 50%of the site shall be dedicated to permanent open space excluding streets and
parking areas.
(C)No more than 50 units of overnight lodging shall be provided.
(D)The maximum density shall not exceed one guest room per acre.
(E)Meeting/conference facilities shall be limited to 100 persons.
(F)All uses in the resort shall be harmonious with each other through the use of special design,
placement or screening. Architecturally,the structures shall blend in with the natural
environment.

Options:
1) Refer matter to Planning Commission to conduct a study to determine if the proposed use
is acceptable, and if so, which zoning district would be most appropriate for the use, and
the applicable conditions and standards.
2) Do not refer issue to Planning Commission thereby continuing to prohibit this use.

Dear Ms. Handt:
I am writing this letter as a precursor to beginning the process of applying for a
Conditional Use Permit to create an event center on my property at 22200 Meadowbrook
Ave. North. Upon reviewing the Scandia Zoning Regulations, I do not see a definition
that matches my intended use. Consequently, I am respectfully requesting that the
Council provide an initial review of my request so that I might continue my application
along the proper channels. ,
Item 4.21, Resorts/Conference Facilities, Chapter 2, Page 80 is only marginally similar
and describes a use that is still quite different from mine. My intent is to use my property
for outdoor events, primarily weddings, but also for community events such as fund
raisers, company picnics, anniversaries and day retreats. Activities would center around
my historic red barn and spacious lawns and pastures.

weddings held on my property, these persons encouraged me to consider offering m}�
barn as a wecldi?�g venue to the wider public. While attending a Gammelgarden silent
auction and barn dance which was held at my farm, several attendees asked if we would
allow other such events and weddings. The popularity of outdoor/barn weddings and
events has increased significantly and yet it has become apparent that local venues to host
such events are very scarce.
My farm represents a picturesque example of a rural Scandia setting that should be
preserved and enjoyed by those who wish to connect with the past in a meaningful way.
Creating an event location around these values would be a welcome asset to the
communi ty.
I understand that there will be spe�ific perniitting requirements inherent to the application
process and I will certainly address these as directed.
In summary, I hope that the Council agrees that the intended use of my property as an
outdoor event center fits within the spirit of allowable uses within the Cade and that I
may continue to apply for t1��e Conditional Use Permit.
