3.Memo UDC Work Session 08262022 City of Scandia – UDC Work Session 1 City of Scandia Zoning & Development Code Update August 26, 2022 TO: Mayor and City Council CC: Ken Cammilleri, City Administrator Evan Monson, Consulting City Planner Chris Nelson, City Attorney FROM: Jennifer Haskamp, AICP, SHC RE: Planning Commission Modifications to UDC Draft On June 17, 2022 a full draft of the UDC was submitted to the City Council for review and consideration. The submitted document included the recommended changes and modifications from the public hearing and the Planning Commission’s review and consideration. On June 21, 2022 I attended the City Council and provided an overview of the Planning Commission’s recommendations and provided a summary of the full draft document. It is my understanding that addition conversation was held at the regular meeting of the City Council in July, and that some clarification regarding the changes was requested. Since some time has passed since the presentation in June, the following summary is provided for reference and background in preparation for the discussion at the work session. Summary of Changes Recommended by Planning Commission The following summary of changes to the draft document ARE incorporated into the full June 17, 2022 draft UDC: • Zoning Map Modifications based on feedback from the Planning Commission and Staff. The changes included identification of a PUD overlay to identify areas developed utilizing a CD-PUD or PUD. (Revised Zoning Map is also provided in your packets based on edits received from staff on 8/25/2022) • Permitted Encroachments – Encroachments permitted were increased from 3-feet to 4-feet. • Rural Residential Neighborhood (RR-N) – The RR-N was omitted from the St. Croix River District area. • Accessory Structures – the total number of permitted structures and square footage was increased o Exceptions to accessory buildings in front of the principal structure were added back into the regulations (this was part of the existing ordinance and was reintroduced). o The number of permitted sheds was increased from one (1) to two (2), and one is permitted within the front yard provided certain conditions are met. • Accessory Dwelling Units (ADUs) – detached ADUs are permitted up to 1,500 SF with a maximum footprint of 1,000 square feet. City of Scandia – UDC Work Session 2 • Home Occupations – language was added to permit an increase in intensity (such as small events) provided a Conditional Use Permit is obtained. Discussion/Considerations regarding Accessory Structure Standards After the June 21, 2022 the City Council discussed the proposed changes and requested additional information regarding the accessory building standards at their regular July meeting. In response to that request, the attached graphic analysis was completed to demonstrate how the proposed changes would apply within the City. At the work session I will present and walk through each example, however, in advance please consider the following: • The examples provided are actual parcels in the City. This is intentional to demonstrate how “maxing-out” the regulations might work on an individual lot. • Note that the principal structures are existing and that some, but not all, of the accessory buildings are existing. • The purpose of this exercise is to demonstrate how the regulations, as recommended by the Planning Commission, would apply to a lot not to suggest that anyone is proposing to build what is shown.
