They have submitted a concept plan, as they are in the early planning stages, and are looking to receive comments and feedback from the Planning Commission. The concept plan shows six proposed lots, ranging in size from approximately 27 acres to 2.8 acres. The lots would be served by a future road that would enter the site off of Keystone Avenue. The site currently totals just over 61 acres in size. Portions of the site near Keystone are farmed, while the rest of the site is undeveloped. A potential wetland is located on the east end of the site, which would need to be delineated in the future. If the applicants pursue the development, the next step would be to create a preliminary plat of the subdivision, which would require review by the Planning Commission and approval from the City Council. Subdivision Concept Plan Staff Report September 6, 2022 Scandia Planning Commission Page 2 PROPERTY INFORMATION Parcel description: The subject parcel is located on the east edge of the city, along Keystone Avenue. The property totals 61.03 acres, per Washington County. The shape is a bit irregular, as the property to the north contains powerlines that run southwest to northeast. The properties nearby are agricultural or large lot residential in use. Most nearby parcels are zoned AG C or GR. The far north end of the parcel is in the shoreland overlay, due to the proximity of Sylvan or Keewahtin Lake. Land use(s): farmland, vacant Figure 1: Aerial of site and nearby properties. Subdivision Concept Plan Staff Report September 6, 2022 Scandia Planning Commission Page 3 Development Code The site is zoned AG C, which has lot standards outlined in Chapter 2, Section 2.7 of the Development Code. Below is the standards under the current Development Code for the zone. Density 4 buildable lots per 40 acres (original quarter-quarter section) Minimum lot size Unless the parcel is part of an approved Open Space Conservation Subdivision or Planned Unit Development, lots shall be 2.0 to 5.0 acres, or 20 acres or greater. Minimum buildable area 1.0 acres Minimum frontage on all public roads Lot size of 2.0 to 3.0 acres: 160 feet Lot size greater than 3.0 acres and less than 4.0 acres: 240 feet Lot size of 4.0 acres or greater: 300 feet Maximum lot coverage 25% Minimum Building Setbacks: Front 40 feet Side 20 feet Rear 50 feet Minor Arterials 150 feet from centerline, or 75 feet from the right-of-way, whichever is greater Major or Minor Collectors 100 feet from centerline, or 50 feet from the right-of-way, whichever is greater Maximum Building Height 35 feet Subdivisions that include the creation of new public streets, and create more than three parcels, are considered ‘major subdivisions’ under the Subdivision portion (Chapter 3) of the Development Code. Major subdivisions include review and approval of a preliminary plat, and then a final plat. Both a preliminary plat and a final plat are reviewed by the Planning Commission . In addition to reviewing whether the proposed lots meet the standards of the Development Code, the Commission will consider the layout and design of the plats, and how they would fit in re lation to the surrounding areas not just now but long into the future. A plat for an area such as this may want to plan for a future connection to the east, in the event neighboring parcels are also subdivided.
