Background:
At the January work session the Council discussed committee appointments. There are two
upcoming vacancies on the Parks and Recreation Committee due to Dan Lee's election to the
City Council and Tom Vogen's resignation. Rather than advertising for applicants to fill these
positions, the Council directed staff to change the number of inembers of the PRC from seven to
five.
Issue:
Should the number of inembers on the PRC be reduced to 5?
Proposal Details:
Ordinance No. 91, as amended, established the Parks and Recreation Committee with seven
members. If Ordinance No. 139 (copy included in your packet)is adopted it would change the
membership to 5. The change in the number of inembers is the only proposed change in
Ordinance No. 139.
Fiscal Impact:
Committee members are paid$240 a year. Reducing the number of committee members by two
will save $480 annually.
Options:
1) Approve Ordinance No. 139
2) Amend and then Approve Ordinance No. 139
3) Make no changes; PRC remains at 7 members.
Recommendation:
Option 1.

ORDINANCE NO.: 139
AN ORDINANCE AMENDING ORDINANCE NO: 91,
AN ORDINANCE ESTABLISHING RULES FOR THE ORGANIZATION AND
PROCEDURE OF THE CITY COUNCIL OF THE CITY OF SCANDIA
The City Council of the City of Scandia,Washington County, Minnesota hereby ordains:
Section 1. Amendment. Ordinance No. 91, Section 8, ADVISORY COMMITTEES AND
COMMISSIONS, Subdivision 3 shall be amended to read as follows:
Subdivision 3. Parks and Recreation Committee. There is established a Park
and Recreation Advisory Commission for the City, to act in an advisory capacity to the
Council in all matters relating to a park and recreation program in the City. The Park and
Recreation Advisory Committee consists of five members appointed by the Council for
staggered terms of five years, expiring on January 31 st of each year. The Chairperson and
Vice Chairperson of the Parks and Recreation Committee are appointed by the
Commission from among the members of the Commission, subject to approval by the
Council, for a term of one year. The Committee shall adopt its own rules and procedures
with the approval of the Council.
Section 2. Effective Date. This ordinance shall be in full force and effect upon its adoption and
publication according to law.
