A Special Work Session of the Scandia City Council was held on the above date. The following were
in attendance: Council members Heather Benson, Jerry Cusick, Steve Kronmiller, Patti Ray. Absent:
Mayor Christine Maefsky. Staff present: City Administrator Ken Cammilleri, City Clerk Brenda
Eklund.
Vice -Mayor Benson called the meeting to order at 6:19 p.m.
Interview Applicant for Planning Commission and Consider Appointment
The City had advertised for candidates to fill a vacancy on the Planning Commission left by the
resignation of Commissioner Jon Engstrand. Applicant Laszlo Fodor was interviewed by the City
Council. Ray, second by Cusick, moved to appoint Laszlo Fodor to fill an unexpired term on
the Planning Commission. Motion carried 4-0.
Mr. Fodor's term will expire on February 1, 2024.
Benson, second by Ray, moved to recess the meeting. Motion carried 4-0.
Benson called the meeting back to order at 6:35 p.m.
Discussion on draft Ordinance 2022-02 Unified Development Code with Jennifer Haskamp,
Swanson Haskamp Consulting
Jennifer Haskamp, consultant with SHC, was present to address outstanding issues and questions
from the July 6" Council Work Session regarding the Unified Development Code. Haskamp
clarified that no edits have been made to the draft UDC since the version presented at the June 215`
Council meeting as it was recommended by the Planning Commission for adoption; however small
edits were made to the zoning map. A written memo was in the meeting packet describing the
amendments as recommended by the Planning Commission.
The Council was in consensus that there were no concerns with the allowed encroachments.
Haskamp explained the new Rural Residential Neighborhood District to address riparian lots; to
address the non -conforming lots and reduce their non -conformities so that every request for
improvements does not trigger a variance. Haskamp said the lot dimensions are based on the type of

lake (recreation and natural environment lakes), with a minimum dimension for lot size for existing
lots of record.
Accessory structures were addressed with mocked up images of Scandia parcels to demonstrate the
additional square footage as recommended by the Planning Commission, including up to 2 small
sheds permitted in the front area of the property. Council member Ray said she was surprised by
the look of the one -acre parcel with the increased square footage, making the lot look cluttered.
Haskamp explained that 25% lot coverage would be a limiting factor for additional accessory
structures on small lots.
Home occupation changes were in the June version of the UDC as recommended by the Planning
Commission.
Administrator Cammilleri requested the final document be converted to being page numbered
throughout instead of by sections to simplify the document.
Kronmiller asked about the process to repeal and replace the existing code. Cammilleri explained the
existing chapters 1-3 of the development code will be repealed and replaced with the UDC. Existing
chapters 4-6 will be retained and recodified
Haskamp explained that the June draft has references to the existing code to ensure the document is
complete.
Todd Roe, Scandia Trail, said his 2 -acre parcel is limited in the size of an accessory structure he can
build. Cammilleri said there are challenges on this property, but his proposed building can be
compatible with his unique mixed-use property.
Staff announced that adoption of the draft UDC will be discussed at the September 20t1i City
Council meeting.

Ray, second by Kronmiller, moved to adjourn the meeting. Motion carried 4-0.
