The City of Scandia has requested assistance in providing on-call planning services from a professional firm who will
serve as an extension of city staff. This service agreement will require a reputable team of qualified experts who
provide immense value by expanding the organization and capabilities of your team. Like you, we take great pride

Local Planning Experts – Bolton & Menk has been a providing planning and urban design services to our clients
for over a decade. Just as important, our planning team collectively has a significant amount of public sector
planning experience ranging from rural to suburban to urban environments. We are Minnesota based and most of
our planners work in the Twin Cities Metro so we are strongly positioned to serve Scandia with local expertise and
availability.
We are very familiar with municipal processes and procedures, including the practical realities of managing public
meetings and challenging clients, as well as Minnesota state laws regarding planning practices. We have on-call
planning experience with other communities in Washington County including Forest Lake, Newport, and Cottage
Grove, as well as many other comparable cities. We also have experience planning in Scandia— the most recent 2040
Comprehensive Plan Update—so we are deeply familiar with your goals and aspirations as a community.
Focused on Service – At Bolton & Menk we pride ourselves on providing excellent service and building relationships
with our clients. We not only represent ourselves, but when providing on-call services, we consider ourselves an
extension of your staff. We have served as the city engineer of Scandia and have a solid understanding of the local
infrastructure supporting development.
Cost Effective and Full-Service – In order to provide the best value for Scandia, this planning services agreement
requires a full-service consultant with the flexibility to assign resources when needed. Our proposed lead planner,
TJ Hofer, has approximately five years of planning experience and is an on-call planner for other communities. He
can be at the city hall office as needed and will readily answer questions about permits, zoning, or development
processes. To support TJ, Bolton & Menk will have additional planners available for consultation and to handle
complex issues. I will serve as the project manager to provide oversight and management of our workload and team.

ORGANIZATION AND STAFFING
Bolton & Menk will serve the City of Scandia using a team approach led by the project manager, Jenni Faulkner. Jenni
will serve as your primary contact and be responsible for all activities performed on behalf of the City of Scandia. This
approach ensures consistency across all planning services provided—the city only has to look to one place for answers or
information.

Lead Planner
TJ will be responsible for the day-to-day
planning. He will hold office hours at city
hall and field all planning calls, process all
land use clearances, conduct research, and
ensure projects are well coordinated internally and externally
and reviewed in a timely manner.
A planner at Bolton & Menk, TJ has five years of planning experience including providing day to day and development
review services to clients. His responsibilities include research, approving permits, assisting in developing plan
studies, writing memorandums, and municipal reports. He also prepares commission agendas, prepare meeting
packets, and gives presentations. He also assists with community engagement and outreach during the planning
process for short and long range projects. Since beginning his career, TJ has worked toward his passion of helping
clients both establish and meet their goals—he loves seeing the process unfold from start to finish.

Nathan will provide direct support with day-

Nathan is a community planner at Bolton &
Menk whose professional career began in 2016. His responsibilities
include providing support to senior planners and project managers,

Our approach to providing on-call planning
services to Scandia is one of value and expertise.
Using a team with a diverse mix of planners can provide
the most cost-effective service to meet Scandia’s needs
as they are ever evolving. Bolton & Menk proposes to
use a combination of planners to meet your needs. TJ
Hofer will be your lead planner at city hall for regular
office hours. Nathan Fuerst will assist with more complex
development review projects. These positions will be
managed and supported by project manager, Jenni
Faulkner and principal-in-charge, Haila Maze. This allows
for the most efficient use of resources while meeting
or exceeding your service needs. Additionally, using
engineering services that Bolton & Menk currently
provides for Scandia, there are some efficiencies that can
be gained. Efficiencies can also be gained with the use
of our multidisciplinary team and ability to use in-house
specialty resources if needed. Bolton & Menk does not
anticipate using subcontractors for on-call planning
services.
Our planning staff is very familiar with city and state
statutes, codes, and procedures. From understanding
basic permit and development reviews to following
the "60 Day Rule" to strategizing for group homes and
comprehensive plans, our team is very knowledgeable
in all aspects of planning. We are also strong
communicators and coordinators, both internally and
externally. We will work with concerned neighbors,
adjacent jurisdictions, the county and state, and other
stakeholders. We are also very familiar with MnDOT,
DNR, MPCA, and watershed regulations and processes.
Should environmental reviews be required, we can be a
resource for navigating those processes and regulations.
Scope of Services
Bolton & Menk is confident we can provide outstanding
on-call planning services to meet your needs including,
but not limited to
A. Office Hours: We will be present at city hall and
hold regular office hours as agreed upon by staff and
our team. At this time we propose four hours per week
to manage in-office work, attend meetings, conduct
inspections, and respond to public requests. We
successfully do this for other clients.
B. Relationships: As an extension of your staff, the

Bolton & Menk team will develop and maintain good
working relationships with other city departments, other
jurisdictions, and the public. We have a proven track
record of maintaining excellent working relationships
within cities in which we serve.
C. Review: With a staff of professional and experienced
planners, we are capable to analyze projects for
compliance with the 2040 Comprehensive Plan, the
Scandia Development Code, applicable architectural
design requirements, applicable specific plans, and
other policies. Our large team of experienced planning
professionals can bring in different perspectives as
needed.
D. & E. Zoning and Development Review: Our
planners are experienced in land use clearance
processing. We will propose a structure that is the
most efficient and cost effective for Scandia. If more
complex issues arise, our senior staff can assist. We will
competently review and process zoning requests and
inquires, including:

G. Represent the City: As your planning consultant
we expect to meet with stakeholders (developers,
engineers, property owners, contractors, and other
individuals) to discuss, advise, explain processes and
suggest improvements regarding potential projects,
pre-applications, development applications, feasibility
analysis, conceptual development plans, and code
interpretation. We will do this in a responsive and
professional manner for every interaction.

H. Communication and Documentation: We
are comfortable and experienced writing planning
commission and city council staff reports, resolutions,
ordinances, conditions of approval, memorandums,
public notices and agendas, and giving oral
presentations.
I. Meetings: Our staff is experienced and prepared
to attend public hearings and community meetings
as necessary. We will provide succinct professional
presentations with technologies available.
J. Coordination: We will review and provide
determinations of applications for completeness,
including coordination with other agencies or
jurisdictions. This includes coordinating with the
Washington Conservation District for applicability of
wetland delineation requirements, the Washington
County Department of Public Health and Environment,
city administrative and other city professional services,
and applicable watershed districts. In addition to our
planners' knowledge, Bolton & Menk has environmental
and wastewater engineers to assist with technical
reviews and compliance as needed.
K. 60-Day Rule: Our planners are very familiar with
the 60-Day Rule—Minnesota Statutes, section 15.99.
We understand the importance of reviewing for
completeness and sending letters in a timely manner.
We implement a project review schedule that provides
comments within timelines specified and are capable of
providing reviews with shorter timelines, as requested
by the city.
L. Public inquiries: We are comfortable with
answering questions and providing information to
the general public. We take pride in our ability to
successfully respond to and resolve routine inquiries
efficiently.
M. Code Violations: We will assist city staff with
addressing complaints and code violations. Our staff
routinely provides this service as part of on-call planning
services. We can do inspections, prepare correction
notices, and work with city staff/attorneys to gain
compliance.
N. Compliance Checks: Our staff is experienced with
completing zoning and permit compliance checks as
directed, including maintaining yearly compliance checks
for solar farm installations and other permits as directed.
O. Research: Our planners are experienced at various
research methodologies. We are comfortable in carrying
out land use research and other analysis as directed.
COST PROPOSAL
The following fee schedule is based upon competent, responsible professional services and is the minimum, below which
adequate professional standards cannot be maintained. It is, therefore, to the advantage of both the professional and
the client that fees be commensurate with the service rendered. Charges are based on hours spent at hourly rates in
effect for the individuals performing the work. The hourly rates for principals and members of the staff vary according to
skill and experience.

2022 SCHEDULE OF FEES
Bolton and Menk has a multidisciplinary
team that can assist with specific projects
such as small area plans, corridor studies,
and comprehensive planning. We will staff
planning tasks to ensure that the City of
Scandia receives both experienced and
professional planning assistance, as well
as cost-effective services with exceptional
value.
The fee schedule shall apply for the period
through December 31, 2022. These rates may
be adjusted annually thereafter to account
for changed labor costs, inflation, or changed
overhead conditions.
These rates include labor, general business,
and other normal and customary expenses
associated with operating a professional
business. Unless otherwise agreed, the
above rates include vehicle and personal
expenses, mileage, telephone, survey
stakes, and routine expendable supplies; no
separate charges will be made for these
activities and materials. Expenses beyond
the agreed scope of services and non-routine
expenses, such as large quantities of prints,
extra report copies, outsourced graphics
and photographic reproductions, document
recording fees, outside professional and
technical assistance, and other items of this
general nature will be invoiced separately.
Rates and charges do not include sales tax, if
applicable.

Metropolitan Council’s 2040 Thrive MSP regional plan. Bolton & Menk worked
with the city, elected and appointed officials, and community members to
craft a plan that is consistent with regional requirements and meets the city’s
unique needs. TJ served as an assistant planner.
2040 Comprehensive Plan Update, City of Scandia
The City of Scandia wanted to use a robust public engagement process
to update its 2030 Comprehensive Plan. TJ was part of the planning team
that engaged a broad spectrum of community members through steering
committees, focus groups, and pop-up meetings, creating a plan that truly
reflects the community’s vision.
2040 Comprehensive Plan Update, City of Forest Lake, Minnesota
The City of Forest Lake needed an updated comprehensive plan to meet its
changing needs. Bolton & Menk helped a community-based task force draft a
comprehensive plan to guide the city’s growth and develop the vision, goals,

The city was in need of modernized zoning code to support development on
targeted sites. We used public open houses and workshops, pop-up meeti ngs

informati on back to the community. All project components were combined
into one cohesive initi ati ve, providing the City of Brooklyn Center with a new
zoning code that has a community-fi rst focus. Nathan served as community

Zoning and Subdivision Ordinance, Chisago County, Minnesota
Chisago County is updati ng their Zoning & Subdivision Ordinances in order to
streamline processes and refl ect current development needs. Nathan helped
update the process that is being coordinated with county staff and uses the
planning commission as a steering committ ee and working group. The content
update is being approached from a practi ti oner view point, ensuring that the
fi nal product is usable and enforceable. The code will be both legally defensible

As the Community Development Director, Jenni oversaw planning, economic
development, housing, building inspections, and code enforcement. Prior to
hiring and Assistant Community Development Director, she was directly

2040 Comprehensive Plan Update, City of Hopkins, Minnesota
As the project manager for the consultant team, Haila led plan development
and review for the City of Hopkins' 2040 Comprehensive Plan, which was
to be planned around themes of sustainability. She also supported city staff
on the community engagement process, which included a range of creative
approaches. The plan was adopted and implemented.
Northeast River Reach Small Area Plan, City of Fergus Falls, Minnesota
Haila served as project manager and lead planner on this project, which
developed a small area plan for an area of Fergus Falls around the Hoot Lake
Power Plant, in anticipation of the decommissioning of the plant.
Comprehensive Plan, City of Carver, Minnesota
The City of Carver's 2030 Comprehensive Plan needed to be updated to meet
Metropolitan Council requirements and recognize recent growth. Bolton &
Menk engineers and planners completed all elements of the comprehensive
plan update and successfully steered the updated plan through the approval
process. Haila served as principal planner.
Northwest Area Master Plan, City of North Mankato, Minnesota
The City of North Mankato needed a plan to guide industrial growth for the
Northwest Growth Area that would be responsible, feasible, and compatible
with the area. The Bolton & Menk team worked with the city to evaluate
multiple land use scenarios, resulting in a shared vision for the area's future
and the adoption of a supportive land use framework to guide development.

2040 Comprehensive Plan Update

The City of Scandia wanted to update its 2030
Comprehensive Plan. The goal was to both update and
improve the existing plan to reflect the changes that
already occurred and are likely to occur in the community
since the date of the last plan. The city wanted a robust public engagement process and a more readable plan.
Bolton & Menk developed and executed a public engagement process designed to engage a broad spectrum of
community members - youth, seniors, business owners, agricultural land owners, and residents. The process
included several steering committee meetings, three focus group meetings, two pop-up meetings, a community
survey, and a comprehensive plan website.
As a result, the plan has been updated and revised to reflect the community vision and goals, and a new land use
category to identify future growth was established.

The City of Newport is a unique metropolitan
community. Nestled along the Mississippi River and
larger communities, the city maintains its own identity
and character. Its close proximity to both downtown
St. Paul and Minneapolis, and its easy access to major
transportation corridors, make the city a desirable
location to live, work, and play.
The city is nearly built-out, but that does not mean it is not evolving and growing. New development and
redevelopment continue to occur, and property owners want to improve their existing properties.
Development and redevelopment in established communities bring both opportunities and challenges. Planning
in these communities is crucial in order to review and monitor impact to existing development and promote
opportunities in the city. The city was seeking a planning consultant to provide ongoing planning services, one who
would provide high quality and consistent customer service.
The City of Newport has adopted a number of city plans and a city code intended, first and foremost, to protect the
public health, safety, and general welfare of the community. These planning documents and regulations also serve to
implement the city’s vision. Establishing a consistent and ongoing program for planning services is a key component
in carrying out the purpose of these documents. We assembled a planning team based on their experience providing
planning services for similar communities throughout Minnesota.
Our diverse team of professionals collaborates with city staff and stakeholders to work through issues and develop
solutions. We have been able to bring an innovative and a full-service problem solving approach to provide ongoing
