Within the community are high quality natural areas, lakes, and the St. Croix River. Scandia’s rich Swedish heritage is preserved by the lovely Gammelgården Museum of Scandia and also by the beautiful farms and the Village Center. As a visitor of Scandia, joy is experienced in seeing the Dala horses that are found throughout the community. It has been our sincere honor to work with your community for more than a decade as your planning services resource. As Scandia seeks proposals for on call planning services, TKDA is sincerely interested in continuing our partnership, providing planning services as an extension of your City staff. The Benefits of Hiring the TKDA Team: Experience and Expertise: Evan Monson is proposed as the lead planner. Transitioning into this role during the pandemic, Evan worked quickly to become proficient with the City’s Zoning Code, Subdivision Ordinance, and Comprehensive Plan. Evan has the technical skills needed to provide all aspects of the City’s planning needs on a daily basis. Our practical experience will assist the City with the routine or more complex planning tasks. We are also proposing Samantha McKinney as the associate planner, who will assist Evan as needed. Jeannine Clancy will serve as the Client Service Manager and is available to advise Evan, Sam, and City Staff on issues that involve other governmental agencies or are particularly complex in nature. TKDA has a bench of planners to ensure continuity of service to Scandia. Founded in 1910 by Maximilian Toltz as the Toltz Engineering Company, the firm helps plan, design, and grow communities, institutions, and businesses. Evan has strong experience working with cities and townships in Minnesota and Wisconsin. As the current Planner for the City of Scandia, he is familiar with the current issues and opportunities facing the city, and understands how to navigate the complex review processes that come with planning and development projects adjacent to the many waterbodies present in the city. As a municipal planner, Evan is experienced in site plan review, writing, interpreting and enforcing zoning codes, comprehensive plan implementation, policy review, GIS mapping, economic development, and urban design. In addition, Evan is well-versed with public meetings and engagement, and is capable of presenting to the public as well as to clients, boards and commissions, and elected and appointed officials. Evan will continue to expand and maintain his good working relationships with the other city departments, jurisdictions and the public. He will regularly be available to the City and will provide representation at Planning Commission and City Council meetings. Samantha McKinney, PLA, AICP, is the proposed Associate Planner to serve the City of Scandia. She will also handle project management related tasks as needed. Sam is a senior transportation planner and licensed landscape architect. She uses a people-first focus when approaching her work. Sam has a passion for community engagement and project communication and believes it is at the core of all great plans. She has over ten years of experience working on a wide variety of planning projects, including transportation and small area studies, comprehensive plans, master plans, and reports. With Sam’s background in landscape architecture, she brings a unique graphic eye to any project, and is well-versed in creating graphics and visualizations. Her diverse background offers a valuable understanding of the implementation of planning efforts. As an AICP, Sam is recognized in the planning profession as someone who can empower communities to build consensus and create innovative, data-driven solutions. Katelyn Zelenka is the proposed GIS Specialist for the City of Scandia. Katelyn’s advanced knowledge of ESRI Products (ArcGIS and Spatial Analyst) will be an invaluable asset to support understanding and decision making. She has utilized her GIS skills for planning studies, zoning ordinance updates, and airport master plans across greater Minnesota. She is proficient in ArcGIS, Survey 123, Story Maps, and Trimble and Pathfinder GPS software. Jeannine Clancy will leverage nearly four decades of experience coordinating with planners, engineers, and political bodies in providing advisory services to our team. Jeannine will be the City of Scandia’s Client Service Manager. Her experience gained from serving at Metropolitan Council Environmental Services (MCES) and the cities of Golden Valley and New Hope will be valuable to the project team as they represent the City of Scandia to regional, state and federal agencies. Her expertise navigating and managing diverse teams will be a great value for the City of Scandia. TKDA does not propose to utilize any subconsultants to serve the City of Scandia for the on-call planning services. TKDA • City of Scandia | On-call Planning Support Services 6 UNDERSTANDING OF SERVICES The City of Scandia is requesting professional proposals to provide on-call professional planning services. This work includes, but is not limited to: •General planning-related development and land use project review. •Assisting applicants, citizens, and contractors with applications, processes and procedures, and general planning and zoning inquiries. •Conducting site visits and inspections of project sites. •Providing technical review that ensures projects and planning applications are in conformance with the city’s new Unified Development Code, the 2040 Scandia Comprehensive Plan, and other local, State, and Federal regulations. The City’s Planner needs to provide high-quality professional services, develop trust, communicate clearly, and grow and maintain successful working relationships with City staff and consultants, the Planning Commission, and the City Council. TKDA knows that it is important to provide services in a timely and effective manner to help the City meet its goals, preserve the City’s relationships with its residents, landowners, businesses and other organizations, and address their needs and concerns. Having served multiple communities in the St Croix River valley, TKDA is intimately familiar with the need to preserve unique and beautiful assets in the city when reviewing development applications. Whether the assets are natural (such as Big Marine Lake or the St Croix River), or man-made (such as the historic Village Center or the Gammelgården Museum), they each contribute to the charm and beauty the city’s residents get to enjoy on a daily basis. It is the goal that through effective and high-quality professional planning, the city will continue to enjoy the high quality of life that residents have come to know and love. Our team is familiar with the processes and procedures required by Washington County, state agencies (such as the Department of Natural Resources and Minnesota Department of Transportation), National Park Service, Metropolitan Council, and others for development projects, plan amendments, and ordinance updates. As the City of Scandia’s current provider of planning services, we look forward to continuing to identify planning priorities and visions for the community and turning those dreams and aspirations into reality. Combining our firm’s experience in serving other communities in the St. Croix River Valley with our long partnership with the City, we will continue to clearly state the facts on every planning request. With our best advice and insights, the City will have the information necessary to properly consider any request. Our team excels at assisting with application requests and zoning ordinance updates or delivering one-off studies as needs arise. Providing residents, developers, and the City with facts, insights, and information will enable timely, informed decisions to be made that meet timelines and lead to great results. Evan Monson will continue as lead planner for the city, though we offer a deep bench of planning experts to provide additional planning support as the needs of the City ebb and flow. Our core planning team is also able to draw from the insights and expertise the firm has in the architectural, engineering, and GIS fields. Develop and maintain good working relationships with city staff, other jurisdictions and the public Analyze projects for compliance with the City’s Comprehensive Plan, zoning and subdivision ordinances and applicable policies. Assist City Staff, Planning Commission and City Council in navigating multiple agency jurisdictional requirements, i.e.; MN State Agencies, Met Council, Federal (National Park Service), etc. Review and provide staff reports for projects such as: Plan Checks, Zoning Clearances, Conditional Use permits, Variances, Ordinance amendments, and Comprehensive Plan updates. Compile and analyze data on economic, social, environmental, and physical factors affecting land use. Meet with applicants, engineers, property owners, contractors and other individuals to discuss, advise, explain processes and suggest improvements regarding potential projects, pre-applications, development applications, feasibility analysis, conceptual development plans, and code interpretation. Write staff reports, resolutions, ordinances, conditions of approval or denial, and give oral presentations to the Planning Commission, and City Council, as requested. Hold office hours on-site at City Hall, as agreed upon by City Staff and TKDA. Conduct site inspections for solar farms, and other permits as directed. Review projects and provide comments within timelines requested by City staff. Manage multiple projects and competing priorities while maintaining quality, meeting schedules, and staying within budget. Facilitate special projects as requested. This schedule provides the hourly rates that apply to the various professional and technical staff that may be involved with your projects and services. Hourly rates include all overhead costs such as computer, phone, mobile phone, faxes, and routine reproduction costs. As a planner, Evan focuses on effectively integrating a project into an existing environment while considering the long-term future of the site and the community. He is knowledgeable in site plan review, interpreting and enforcing zoning codes, policy review, mapping, economic development, and urban design. In addition, Evan has ample experience in public meetings and engagement, and is capable of presenting to the public as well as to clients, boards and commissions, and elected and appointed officials. RELEVANT EXPERIENCE Planner, City of Scandia; Scandia, MN. Evan reviews various projects for the City of Scandia, many being residential developments near lakes and shoreline properties. In these reviews, Evan works with local watersheds and other agencies to confirm wetland or shoreland requirements are met. He works with the Planning Commission and City Council to update obsolete land use ordinances. Planner, Comprehensive Land Use Plan Update; Houston County, MN. TKDA is working with the County’s Board of Commissioners (BOC) to complete an update to the County’s Draft Comprehensive Land Use Plan. TKDA is preforming a site tour of the County to document important features, land uses, typography, and character. TKDA is coordinating with the County staff as needed to obtain data and maps, and utilize existing data and resources to create a new Comprehensive Plan. Planner, MRCCA Ordinance, Grey Cloud Island Township, MN. Evan is working with the township to create a new land use ordinance that is consistent with the Mississippi River Corridor Critical Area (MRCCA) requirements of the State. The ordinance will create standards for development projects to adhere to that are in close proximity to the river. Planner, City of Gem Lake, Gem Lake, MN. Evan serves as the Planner for the city, and works with the city’s staff and consultants on ensuring orderly development takes place within the city. Evan reviews project applications, and presents reports to the Planning Commission on a variety of planning projects. Evan recently helped the city update their home occupation ordinance, and is working with the city on implementing their recently adopted 2040 Comprehensive Plan. Planner, White Bear Township; White Bear Township, MN. As a lake community, White Bear Township receives a fair share of variance and lot split applications. Evan assures these applications are processed correctly. He presents these applications to the Planning Commission and Town Board. Planner, Stillwater Township; Stillwater Township, MN. Evan reviews and updates ordinances for Stillwater Township. He also reviews different development projects such as new housing, rezoning, and new subdivisions. As TKDA’s Program Director for Strategic and Community Partnerships, Jeannine develops collaborative solutions to respond to complex problems by effectively engaging citizens, elected officials, and professional colleagues. RELEVANT EXPERIENCE Project Manager, Comprehensive Land Use Plan Update; Houston County, MN (July 2022-current) Jeannine is leading the effort to update Houston County’s Comprehensive Plan Use Plan. First developed in 1998 and reapproved in 2008, the County has authorized the creation of a new plan which sets forth the County’s vision regarding land use, parks and open space and protection of natural resources. Because of the large land area under consideration, virtual and in-person public engagement strategies are being utilized to optimize citizen participation. Assistant General Manager, Wastewater Planning & Capital Project Deliver, Metropolitan Council Environmental Services, (2017 - 2021). At MCES, Jeannine was responsible for wastewater system planning and the development and execution of the MCES Capital Program. Jeannine assisted in the preparation of the 2040 Water Resources Policy Plan and directed the process to amend the plan for the provision of wastewater reuse. Jeannine also oversaw the staff review of over 100 local comprehensive plans. She assisted with resolution of conflicts between local governments and the regional system plan. Sam understands the communication and organization necessary to lead a multi-pronged research and planning process and will provide this expertise as the project manager. RELEVANT EXPERIENCE GIS Analyst, Comprehensive Land Use Plan Update; Houston County, MN. TKDA is working with the County’s Board of Commissioners (BOC) to complete the County’s Draft Comprehensive Land Use Plan Update. TKDA is preforming a site tour of the County to document key land feature, land uses, typography, and character. TKDA is coordinating with the County staff as needed to obtain data and maps, and utilize available data and map resources from the County’s available datasets and others as needed to complete the Draft Plan. GIS Analyst, 5th Avenue Bridge Planning Study; MnDOT D1, Duluth, MN. TKDA’s role in developing the recommendations for the study consists of project management; data collection and planning for future multimodal connections; community engagement; the development of visual concepts and illustrative graphics; and in-depth traffic analysis. GIS Analyst, Zoning Ordinance Update; Dodge Center Municipal Airport, Dodge Center, MN. Katelyn provide GIS services for the Zoning Ordinace Update. GIS Analyst, Airport Master Plan; Portage, WI. The Wisconsin Bureau of Aeronautics and the City of Portage selected TKDA to complete this complex study. The Portage Municipal Airport in south central Wisconsin is severely constrained by man-made and natural-growth obstructions, and a solution was needed to identify actions to best meet aeronautical needs. TKDA prepared a robust set of airfield alternatives that demonstrated improving the airport to meet current needs was too impactful for the community. A safety option was recommended in the short-term, and an alternative airport site was recommended in the long-term. TKDA also prepared and executed a robust public involvement program to be transparent about the study and collect valuable feedback. GIS Analyst, Airport Master Plan/ALP Update; Morris Municipal Airport, Morris, MN. When the Morris Municipal Airport was not meeting the needs of local users, TKDA worked with local business flight departments to justify a 90t0-foot runway extension to support business jet aircraft. FAA approved the runway extension justification. TKDA completed the master plan study and updated the Capital Improvement Plan to focus on improving the airport to meet the community’s current needs. TKDA’s planning work resulted in a three-year phased project with $10 million in programmed federal discretionary funding. GIS Analyst, Airport Master Plan/ALP; Wautoma Municipal Airport, Wautoma, MN. The WBOA recommended the City of Wautoma complete a master plan study to identify potential compatible non-aeronautical use land to facilitate future FAA approval. A smaller, more focused master plan was scoped to meet minimum FAA requirements and fit the airport’s specific needs. TKDA prepared future development concepts for the airfield and terminal/ hangar area. A customized airfield solution was developed to meet FAA taxiway design standards. Once aeronautical land use areas were identified, the remaining airport lands were targeted for potential non-aeronautical development. The City included these in the airport’s long-term plan. This change made nearly 100 acres of airport property available for other developments to generate additional revenue for the airport. Originally a township, the city was incorporated in 2007. It is located on the edge of the Twin Cities metro. Along with its rich history and charming downtown, the city is also home to over 4,000 residents. Residential neighborhoods and small farms dot the landscape, along with a number of lakes and woodlands. The St Croix River also provides many scenic views to visitors and citizens of the community. TKDA provides the City of Scandia with municipal planning services and works closely with Ken Cammileri, City Administrator and other City Staff. These services include managing land use and zoning applications, reviewing site plans, reviewing preliminary and final plats, review of conditional and special use permits, review of variances and comprehensive plan amendments, and revisions and updates to the Development Code. Because of Scandia’s ample shoreline, TKDA reviews many residential projects and variance requests for lakeside and shoreline properties. Our staff works with local watersheds and the DNR to confirm wetland and shoreland requirements are met. TKDA has nearly a decade of working with the city. We have worked with City staff, three local Watershed Districts, and the Planning Commission to complete the City’s Local Surface Water Management Plan in 2012. In addition, TKDA assisted Scandia with park and trail planning, landscape design, and design reviews. TKDA has collaborated with the City staff, City Council, and Planning Commission for a comprehensive update of the City’s Development Code and Subdivision Ordinance as a part of Scandia’s transition from a township to a city government. TKDA • City of Scandia | On-call Planning Support Services 15 WHITE BEAR TOWNSHIP Reference: Patrick Christopherson, Township Clerk 651.747.2750 White Bear Township is in Ramsey County, Minnesota with over 10,000 residents. Regional parks and open spaces make up the landscape, which contributes to the Township’s culture of preservation. Wetlands, floodplains, upland ponds, and large bodies of open water contribute to the idyllic setting of the community. TKDA has been the long time City Engineer for White Bear Township and more recently has been assisting with planning services. While White Bear Township is mostly developed, the lake setting provides for numerous zoning applications for lot splits and variances. A longtime developer in the region has been completing residential and commercial development for their remaining property. TKDA will be assisting the Township with the development process. BAYTOWN TOWNSHIP Reference: Nancy Healey, Township Clerk 651.430.4992 Baytown Township is located in Washington County, Minnesota. Its close proximity to the Twin Cities has led to an increase in residential development over the years. Along with nearly 1,900 residents, the Township is also home to the Washington County Fairgrounds and the Lake Elmo general aviation airport. TKDA provides Baytown Township planning and engineering services. As the Town Planner for the community, we review plans for development projects to ensure new construction, lot splits, and subdivisions meet local ordinances. Our team collaborates with building inspectors, watershed organizations, and other public agencies to uphold land use requirements. Other services include reviewing land use and zoning applications, preliminary and final plats, conditional and special use permits, and developing and updating codes and ordinances. TKDA facilitated the completion of the 2040 Comprehensive Plan to guide future decision-making for the community, while also meeting the requirements of the Metropolitan Land Planning Act. This process involved coordination with Washington County to complete a major update to the Township’s land use and zoning map in order to implement the Comprehensive Plan. TKDA • City of Scandia | On-call Planning Support Services 16 STILLWATER TOWNSHIP Reference: Barbara Riehle, Township Clerk 651.439.4120 A thirty minute drive east from TKDA’s Saint Paul office is Stillwater Township. Stillwater Township is nestled along the west shore of the St. Croix River, while the cities of Grant and Stillwater form the west and south borders of the Township. The Township is called home by nearly 2,500 residents. A blend of farm fields, lakes, and residential subdivisions make up a majority of the land uses. As an ‘urban’ township, they are able to exercise a number of municipal powers while retaining the township form of government. In 2016, Washington County transitioned most of its zoning authority to Stillwater Township. Due to its close proximity to the Twin Cities metro, the area has seen an increase in development over the last 20 years. Stillwater Township retains TKDA for general planning and zoning services. We help review and update zoning and subdivision ordinances, review plans for proposed development projects, and provide review of variance requests and Conditional Use permits. Recent ordinance updates include permitting of solar energy systems, livestock operations, and open space development subdivisions. TKDA has previously assisted in creating its comprehensive plans; the latest of which was adopted in 2018. The 2040 Comprehensive Plan addresses local needs and issues, while also meeting the requirements of the Metropolitan Council and the Metropolitan Land Planning Act. In 2012, TKDA collaborated with Township staff, two local Watershed Districts, the Town Board, and the Planning Commission to update the community’s Local Surface Water Management Plan. Staff worked closely with the community, attending and presenting at Planning Commission and Town Board meetings. First developed in 1998 and reapproved in 2008, the County has authorized the creation of a new plan which sets forth the County’s vision regarding land use, parks and open space and protection of natural resources. Because of the large land area under consideration, virtual and in- person public engagement strategies are being utilized to optimize citizen participation. CITY OF GEM LAKE Reference: Melissa Lawrence, Administrative Assistant 651.747.2792 Gem Lake, population of approximately 500 people, is located in Ramsey County Minnesota. The community is 1.14 square miles in size, and predominately single-family residential in character, though the city has some commercial and mixed-use areas along the Highway 61 corridor. Marshfield has over 19,000 residents, with 900 coming from Marathon County and over 18,000 coming from Wood County, making this the largest city in Wood County. Prior to joining TKDA, Evan worked for the City of Marshfield where he interpreted and enforced the zoning code as the Zoning Administrator.
