We are excited to show you how well our company could meet your needs for these services. WSB will be at your disposal and on-call whenever you need us. Our staff will be cost conscious and relationship oriented. We will provide you with staff who have experience in both the public and private sectors. You will see these qualities and more provided throughout our proposal. This proposal will detail the scope of services WSB can provide for the City of Scandia. The RFP outlined very well the needs of the city. In short, the proposal will discuss in more detail the following: -Office hours -Acting planner and assistance -Meeting attendance -Code complaints and violations -Research and analyses -Communication with other staff members, the public, and other governmental agencies WSB will be at your Disposal | WSB understands the need for Scandia to have planning services provided on an as needed basis. Given our knowledge of the ebbs and flows of development applications, our team can manage schedules to provide what is needed, when it’s needed. WSB has the research, writing, planning/zoning and interpersonal skills to assist the community, whenever necessary. Cost Conscious and Relationship Oriented | WSB understand the needs, and the budgets, of smaller communities, as we have many contracts in cities like Scandia. We also understand how important relationships and communication are when working for these communities. Our goal is to be conscious of your budgetary needs while building a lasting and trusting relationship for the years ahead. Offer a Public Experience through a Private Lens | I will act as the project manager and primary planner for your on-call planning services. I have 26 years of public sector experience through previous positions, and I now provide planning services for communities like Scandia in my role within the private sector. The other staff members on our team and designated for work in Scandia also have public sector experience in cities much like Scandia. Our team understands the publc processes, creation of ordinances, and local issues that often arise during the land use application or ordinance creation process. WSB’s Community Planning Group is made up of six community planning staff and one economic developer with a wide range of experience, expertise, and passions. RELATIONSHIP TO TEAM MEMBERS Consultant Profile | 9A Proposal for On-Call Planning Support Services for the City of Scandia • Provides planning and code enforcement augmentation services to the Minnesota cities of Farmington, Norwood Young America, Long Lake, and Wyoming on an as needed basis. • Experienced in writing staff reports, reviewing ordinances, and doing research for planning projects. -Acted as the city planner for the City of Blaine for 24 years prior to working at WSB. -Reviewed all land use and zoning applications for the City of Blaine and managed the Planning Commission and City Council actions associated with those applications. -Oversaw Comprehensive Plan updates for the City of Blaine and the City of Milaca—3 total. -Worked in concert with several public agencies on development and land use related matters, including the Metropolitan Council, Coon Creek Watershed District, Rice Creek Watershed District, Anoka County and the DNR. -Project Manager for small area plans for the City of Maple Grove and the City of Lino Lakes. -Acting city planner for the City of Sunfish Lake -Provides planning augmentation services to the City of Maple Grove and the City of Wayzata on an as needed basis. -Drafted overall zoning ordinance amendment for the City of Blaine in 2020. -Currently drafting zoning ordinance amendments for the cities of Sunfish Lake and Wayzata. WAYZATA, MN Approach | 10A Proposal for On-Call Planning Support Services for the City of Scandia Approach GIVEN THIS INFORMATION, WSB PROPOSES TO PROVIDE THE FOLLOWING FOR THE CITY OF SCANDIA THROUGH LORI JOHNSON, JARED JOHNSON, AND RYAN HAIGHT: -Lori will act as the Lead Planner for the City of Scandia. All land use related questions, applications and requests may be directed to Lori for processing. Lori will utilize Jared and Ryan when possible to complete reviews and write reports, to provide an opportunity for cost savings for the city. Lori will lead and supervise Jared and Ryan to ensure quality work is being provided for the city. -Lori will attend Planning Commission and City Council meetings as deemed necessary by the City Administrator. This could mean that she attends each meeting every month if that is what is desired. -Lori will assist with code compliance issues as directed by city staff. Care will be taken to make code enforcement as efficient and cost effective as possible. -With Lori’s supervision, Jared and Ryan will carry out all research and other analyses associated with this position. -In-office hours will be made available in consultation with city staff and WSB. In essence, WSB will provide you with a highly qualified planning professional who is backed up by experienced staff to provide your day-to-day planning services. The goal is to provide you excellent customer service at a reasonable price by utilizing employees with a range of hourly fees. WSB understands that the City of Scandia is search for an experienced planning professional to handle day to day planning functions on an as needed basis and as dictated by development activity within the city. Office hours will be accommodated as determined after consultation with staff and WSB. . Good working relationships with other staff members and knowledge of the zoning ordinance and comprehensive plan are required strengths and skills. The planning professional will process all land use related applications, analyze data, meet with applicants, property owners and the public, and present staff reports to the Planning Commission and City Council. Effective communication skills, both oral and written, are tools that are imperative in this role. Inter-agency coordination is also required for this position. WSB will assist city staff with addressing complaints and code violations. Development pressures persuaded the City to develop a master plan for this area to guide the residential, commercial and park development in this area. Lori and her team presented WSB’s recommendations to the City Council on land use, park location, natural resource preservation and transportation networks in June/July 2022. Otter Lake Road Extension Master Plan | Lino Lakes, MN CLIENT: CITY OF LINO LAKES PROJECT DURATION: OCT 2021 - CURRENT Lori is the project manager for this master plan process which involves studying the 400 acres surrounding the future road alignment for Otter Lake Road. This area is industrial and commercial in nature and the physical constraints on this acreage make this a difficult area to develop and provide property owners with the maximum development potential. She is working closely with the natural resource team at WSB on issues surrounding wetland banking and sequencing. She is also working closely with transportation planners to provide a road network in the master plan area that enhances the development potential of the area. She is currently writing the final draft document for this plan which is scheduled for approval by the City in Fall 2022. Zoning Ordinance Update and 2030 and 2040 Comprehensive Plan | Blaine, MN* CLIENT: CITY OF BLAINE PROJECT DURATION: SEP 2018 - SEP 2020 Lori directed the overall zoning ordinance update for the City of Blaine in 2020 in coordination with planning, code enforcement and building department staff to create a more up to date ordinance that reflected the current desires of the City Council. In 2018, Lori was a key staff member helping to lead the Comprehensive Plan Update for 2040 for the City of Blaine. The City partnered with a consultant with whom Lori worked in close proximity with. He has been instrumental in helping various communities with complex land use projects. He thrives on interpreting city codes for cities and townships to make sure homes, businesses, and properties are following proper procedures to mitigate risks. When Jared is not working on long range projects, he analyzes various land use applications to ensure projects are meeting community goals and regulations.
