Request for Proposal for On Call Planning Support Services
Dear Mr. Cammilleri and Members of the Selection Committee,
Swanson Haskamp Consulting, LLC (SHC) is please to submit this proposal for On Call Planning Support
Services for the City of Scandia. SHC has extensive experience and expertise with on-call planning services
and we have performed as an extension of city staff for numerous cities of similar scale and size over the past
15-years.
Over the past two years SHC has been privileged to work with you and the City of Scandia policymakers to
prepare the Unified Development Code (UDC). The next step is to begin implementing your updated UDC
and we are excited for the opportunity to be part of that process. Through the course of the UDC process
we learned about your City, became familiar with the Planning Commission and City Council and worked
collaboratively with City Staff. We believe that our experience with the UDC project is the perfect foundation
to serve as your on-call professional planner.
Our experience with daily planning services has been a part of our service offerings since SHC was founded
in 2007. We are selective of the cities we choose to work for in this capacity because we truly believe that
we become an extension of your staff, which is a responsibility we take seriously. We prefer to work with
communities that we have an on-going relationship with, and given our past experience with Scandia we
believe this would be a great fit. By being selective about which clients we serve we are able to ensure that the
level of service you request can be delivered.
SHC’s assigned team is comprised of Ms. Jennifer Haskamp, AICP and Jess Points. Both of the assigned
personnel worked intimately on the UDC and have intimate familiarity with your new code. Our Team excels

Swanson Haskamp Consulting, LLC (SHC) is a small land use planning company
providing professional planning and project management services in the Twin Cities
metropolitan area and Wisconsin. Our company is focused on helping municipal
agencies, regulatory bodies, developers and landowners realize their land use and
planning objectives. Initially established in July of 2007 as a sole proprietorship, SHC
later reorganized into a limited liability company in 2010.

positively contribute to the community.

Jennifer Haskamp, AICP
Project Manager
Ms. Haskamp will perform as the Project Manager assigned to
this project. She will be responsible for oversight of the SHC
Team, meeting attendance, facilitation and technical review and
analysis related to the requested services.
Jess Points
Project Planner
Ms. Points will perform as the Project Planner assigned
to this project. She will be responsible for preparing and
drafting staff reports, answering resident inquiries, staffing
office hours as-needed, and supporting Ms. Haskamp at
meetings when applicable.
SHC has assigned Jennifer Haskamp, AICP as Project Manager with direct support from Jess
Points. Jennifer and Jess were assigned to the City of Scandia’s Unified Development Code
(UDC) rewrite project and both are intimately familiar with the revised UDC standards and
regulations. We believe our Team is perfectly position to assist Scandia efficiently and cost-
effectively with the requested on-call planning services. A summary of each of their roles is
provided below and full resumes that includes their qualifications, licenses and experience
can be found in subsequent sections of this proposal.

DESCRIPTION & APPROACH
SHC has extensive experience providing on-
call planning services. Our relationship and the
expectations related to contracts results in tailoring
services based on each City’s needs. Our Approach
to on-call planning services is to work with Scandia
to establish the appropriate level of service and
work plan based on the specific needs of your
community. We understand that the primary
objective of this request for proposal is to solicit and
hire a planning consultant that will be responsible
for the processing of active land use applications.
However, secondary to processing land use
applications is the desire and/or need to continue
to update and maintain the City’s administrative
and policy initiatives related to planning services
in the community. SHC understands each year
will be different and there may not be a specific
work plan in a given year. In most cases initiatives
will likely result from resident, business, stakeholder or policymaker inquiries and requests. We believe
it is important to balance the workload throughout the year, to the extent possible, and to maintain a
work plan for policy, ordinance, or process related improvements that may be needed to create a more
streamlined planning process at the City.
The following Scope of Services is provided based on the description provided within the RFP.
Scope of Services
We understand that the majority of our work will be associated with an active land use application under
this service contract. The processing and review of land use applications is a technical, time-sensitive
process that we can successfully manage. SHC understands that the majority of land use applications
are subject to either Minnesota State Statute 15.99 or 462.358, both having specific statutory timelines
for review. We will work collaboratively with the City Staff, including your City attorney, to process
applications consistent with the applicable timelines.

The following Scope of Services is broken down into two categories 1.) General Planning Services; and
2.) Active Land Use Applications. General Planning Services are the services and tasks that are not generally
associated with an active land use application, and therefore are accounted for through the City’s planning
budget. We assume that Scandia operates using escrows for land use applications and therefore the services
identified are generally billed against the escrow.
1.) General Planning Services
• SHC is prepared to assist you with the following General Planning Services as
requested or as directed by the City:
• Set annual work plan with expectations regarding time and budget for the
calendar year.
• Assist with policy refinement and modifications related to land use, zoning and
development.
• Hold on-site, or virtual, regular office hours as requested.
• Develop and maintain good working relationships with other city departments,
other jurisdictions, and the public.
• Attend and hold regular staff meetings, especially during the building season.
This could help reduce duplication of efforts and establish a collaborative
working relationship between all of your development review staff.
• Answer questions and provide information to citizens and the general public,
respond to and resolve routine inquiries.
• Assist City Staff with addressing complaints and code violations. We understand
that we will not function as the Zoning Administrator in this capacity, but will
provide technical assistance as requested.
• Perform and complete compliance checks for zoning or land use related permits
or authorized activities. This will include maintaining annual compliance checks
for solar farm installations as requested in the RFP.
• Perform land use research and analysis as requested. These activities may result in
policy recommendations and ordinance modifications that will be prepared for
consideration by the planning commission and City Council.
• Attend Planning Commission and City Council meetings as requested.

2.) Active Land Use Applications
SHC understands that the City utilizes land use application escrows and that the established escrow is
provided as clear communication to the applicant and owner regarding the estimated budget for the
project review, provided a complete application is made. We do our best to not only stay within the
budget, but to return a portion of the escrows whenever possible. Our goal is to be thorough while
working with your residents and business owners to bring great (code compliant) projects to fruition in
your community. A summary of the activities associated with land use application review is as follows:
• For purposes of this proposal the

• Perform and facilitate the review of all Land Use Applications related to
subdivision as defined by MN State Statute 462.358, and ensure compliance

developers, owners, development team that may include engineers, contractors, architects
or other professionals.

»Discuss proposed projects with applicants and help inform them of the City’s process
and where to find information that may assist them as they developer their submissions.
This may include identification of improvements to a plan to better comply with the City
standards and ordinances, direction regarding appropriate development applications, etc.
»Prepare all Planning Commission and City Council staff reports, resolutions, ordinances,
conditions of approval, permits, notices and agendas.
»Attend Planning Commission and City Council meetings and present the proposed project.
Assist with facilitation of discussion, as requested.
»Attend Public Hearings and community meetings as needed.
»Coordinate all Land Use Applications with the applicable review by the Washington
Conservation District for Wetland Conservation Act (WCA) compliance, the Washington
County Subsurface Sewage Treatment requirement compliance, and the applicable
watershed district.

2040 Comprehensive Plan & Zoning Code Update

2017 - present
The City of Lauderdale hired a team of consultants led by SHC to update their 2040 Comprehensive
Plan. SHC designed the engagement plan for the process that focused on engaging key stakeholders,
members of the public at-large, while utilizing a Steering Committee to function as a working group
through the process. The City’s key objective of the process was to create a plan that addresses and
responds to local businesses. The SHC team includes market research and development expertise to
inform a plan based in market realities and integrate a small area plan around the Larpenteur Avenue
corridor that highlights redevelopment opportunities.
SHC is now working with the City on a comprehensive update of its Zoning Code that was last fully
reviewed in 1985! The process will focus on infill and redevelopment, form-based approaches and
modernization of the code to support the 2040 Comprehensive Plan.

2040 Comprehensive Plan - Land Use + Final Agency
Coordination & Zoning Code Update
City of Mendota Heights, MN
2020 - present
The City of Mendota Heights had already worked through their decennial update for more than two
years before engaging SHC to help them finish the Plan. After an unsuccessful submission to the
Metropolitan Council, the City was frustrated and ready to get their Plan adopted. The Metropolitan
Council’s review of the first submission revealed inconsistencies in the Future Land Use Plan and
a mismatch between the redevelopment areas and required densities. These inconsistencies also
contributed to inaccuracies in the population, household and employment forecasts. To resolve the
issue the City brought SHC onto the team to evaluate and prepare a Future Land Use Plan that
would be palatable to the City’s residents and policy-makers and meet the Metropolitan Council’s
requirements. After negotiations with the Metropolitan Council’s forecasters, and discussion by the
City Council the final 2040 Comprehensive Plan was officially adopted as the City’s policy in late
2020. Currently, SHC is working with the City on their Zoning Code Update!
