RE: Updates to City Engineering Standard and Detail Specifications
Based on the approved new Unified Development Code (UDC), which was adopted back on
September 20th of this year, there is a need to update the City’s Engineering Standard and
Detail Specifications Policy. These standards, which are referenced in Sect. 153.400.020 of
the UDC, are required to be applied to all new applicable developments.
Given these standards were codified, updates to the requirements have not been regularly
made to assure that certain roads meet state road funding eligibility standards in the future.
However, with this new policy format, there will likely be at least some yearly proposed
amendments to make sure that certain classified roadways, such as our minor collector
streets, meet state road aid eligibility. Conforming to these requirements now will assure that
the city will have limited challenges to obtain state road assistance, when it meets general
eligibility requirements.
The amendment has some duplication that was added for better context but there are no
conflicts between the two policies.
The only proposed edit from existing policy pertains to rural road shoulder widths.
Currently, the requirement is to install 4 foot gravel shoulders on each road. The new
requirement is recommended to have all new rural roads to have shoulders as determined
appropriate for the stability for road structure or or other right-of-way related need as
determined by the City Engineer. The idea here is to both provide flexibility to avoid
unnecessary impervious surface areas and to meet the general design needs for road use.
