09.e Memo - Oct 2022 Administration ReportPage 1 of 3 DATE: Tuesday, October 18, 2022 FROM: Ken Cammilleri, City Administrator TO: Honorable Mayor and City Council Members RE: October 2022 Administration Report Bliss Addition Stormwater and Water Quality Improvement Project This week, letters will be distributed to affected property owners to establish support for the installation of a stormwater drainage interceptor pipe that will be directionally bored to wetlands to the West of the Bliss Addition Subdivision. Support from these neighbors is necessary for the City to acquire easement access to complete the installation. A failure to successfully purchase easement rights will require a redesign and redirection of flows to other stormwater outlets, which will likely increase the volume originally intended for these outlets. The structure will have limited flows from only a small area of the subdivision and will better distribute stormwater outflows. Stormwater will be captured before entering this pipe to collect sediments and other suspended solids for entering the pipe for outlet. Progress on the Scandia Gateway Trail Grant with Legislative‐Citizen Commission on Minnesota Resources (LCCMR) The Scandia Gateway Trail Project has been recommended to the Legislature for the 2022 (FY2023) RFP for funding from the Environment and Natural Resources Trust Fund (ENRTF). Upon obtaining 88% of the award, or $2.7 million, to complete the project. The remaining 12% of the project, less $100,000 in assistance from Mn DNR, totals $268,400. This funding gap, which needs to be filled, will be addressed as the project progresses. The next step of the process will occur during the 2023 legislative session, which it is hoped that the recommendation will receive legislative approval and sign-off by the Governor. Should this go as planned the funds will be available by next July. During this period, efforts will begin to conduct preliminary field work with the $100,000 remaining from the DNR Parks and Trails Division, including wetland delineation and environmental and cultural surveying. The goal date for the state of construction is May of 2026 and is anticipated to be completed by the end of June. Candidate Forum Scheduled for Open City Offices A candidate forum has been scheduled at the Community Center, 14727 209th N in Scandia, to meet and learn about candidates running for City Offices on Tuesday, October 25th at 6:30pm. Early voting has already begun and can be made Monday through Friday from 8 a.m. to 4:30 p.m. at one of Washington County’s Voting Centers. The Headwaters Service Center, Forest Road North in Forest Lake The Washington County Government Center,14949 62nd Street North in Stillwater. Early Voting is not available at the Scandia Community Center. There is still time to apply for absentee voting. The current ballot for local offices is listed below. Please note the select 2 designation indicates that the two most voted candidates will be selected to the 2 City Council seats. The City will conduct a listening session and answer questions. Park and Recreation Planning The City’s long-range Parks, Recreation and Open Space Planning Process will be hosting an open house tomorrow night from 6:00am to 8:00pm. This is an excellent opportunity for people to learn about the project and contribute ideas and opinions. Staffing for the Winter Season The City is accepting applications for a part-time, seasonal ice rink maintenance worker to maintain the ice surfaces, boards and equipment at the Leonard Wojtowicz Skating Park during the ice-skating season. Position also responsible for using city equipment to clear sidewalks. Applicants Page 3 of 3 must have a high school diploma or equivalent and related experience. Pay $15/hr. No benefits. No cost Small Business Development Workshop The Washington County Community Development Agency (WCDA) is also hosting an online event Thursday Evening from 6pm to 8pm on Zoom. The event, presented by the nonprofit Operation HOPE, will offer business coaching and educational services at no cost.
