5.c 1 PCMemoAgritourismEnterprises 3.2.16 Memorandum To: Scandia Planning Commission Reference: Agritourism Ordinance Draft Updated for Discussion Copies To: Neil Soltis, City Administrator Brenda Eklund, City Clerk Project No.: 16023.000 From: Sherri Buss, RLA AICP, Planner Routing: Date: February 22, 2016 Agritourism Enterprise—Draft Definitions and Performance Standards The Planner updated Draft Ordinance 166 (attached) based on the Planning Commission discussion and recommendations on January 7. Changes include:  Added Rural Commercial (R COMM) district to districts where this use is permitted. The use is currently permitted in the R COMM District with a CUP. (I found this as I worked on the list of allowed & permitted uses in the R COMM District for the March meeting.)  Revised text and added a new table that summarizes the permit requirements and criteria for each type of permit  Added an item used in other City permits that states that “Private, “by-invitation-only” events such as weddings, memorial services, family reunions, birthday parties, or similar private events are not considered as events that are part of the Agritourism use, and are not counted in determining whether a zoning permit is required for this use in the “Permits” section  Added optional Annual Operating Permit (AOP) and requirements—these are similar to the requirements for an AOP for a Rural Events Facility  Removed the requirement for a Grading Plan. The Commission determined that this duplicates other City requirements if new structures are proposed.  Revised the text identifying the minimum site size and criteria.  Identified setback requirements  Revised text to clarify that 9 a.m. to 10 p.m. hours of operation apply only to events that require a permit, and that no more than one permitted event may be scheduled on any calendar date.  Revised sign requirements to reference current ordinance. Did not repeat all of the Sign Ordinance text within this section due to length of the text and to avoid needing to change multiple ordinance sections in the future if the sign requirements change.  Updated requirements for IUP termination and City reviews of Agritourism Operations The Planning Commission may review the changes and continue the discussion of this item at the February meeting.
