10.d Memorandum Hurlburt to Council1 Memorandum Date: November 14, 2022, for City Council Meeting of November 15, 2022 To: Mayor and City Council, City of Scandia From: Anne W. Hurlburt Subject: Proposed Interim City Administrator Position I have offered my services to become Scandia’s Interim City Administrator to fill the vacancy created by the departure of Ken Cammilleri. This memo will outline the proposed parameters of the position for discussion with the City Council. It will serve as the basis of a formal contract if we decide to proceed. An agreement could be drafted for approval at the Council’s next meeting (tentatively on December 6, 2022.) As Scandia’s first City Administrator, I am in a unique position to help the Council and staff through this transition. While many things have changed since I retired 10 years ago, some of the issues and projects the city is facing are familiar. I have worked with some of the Council and advisory committee members in the past, and with a good many of the staff and some of the consultants. My knowledge of the community from my six years as Administrator and 16 years as a resident will allow me to come up to speed quickly and efficiently on current projects and day-to-day operations. Scope of Services: The scope of services would be based on the official job description of the Administrator position, comprising the General Definition of work and the listed Administrator Duties (see attached.) Work would focus on the essential tasks necessary for city operations, support of existing staff, and priority projects determined by the City Council. I would expect to attend all the City Council and Planning Commission meetings, and meetings of other boards and commissions as needed. I would establish flexible office hours at the Scandia Community Center as required to support and coordinate with City staff and to provide service to the public. But I may also work in my home office from time to time. I would be acting as an independent contractor and would not be considered a city employee for the purposes of city policies and employee benefits. Hours/ Duration: I would be available to work up to 20 hours per week on average, not including attendance at public meetings (which would be additional hours.) My other business and family obligations constrain my ability to work more hours. If necessary, I will work with the Council and staff to prioritize tasks and projects to fit within the time available. 2 The position would begin as soon as the agreement is signed, so that I could spend some time with the outgoing Administrator to ensure continuity and to transfer needed information on priority projects. The holidays, and some time I have already planned to be out of town, the time available to do so is limited. The position would end when a new Administrator comes on board, with the option of some overlap for continuity. It is my expectation that this would be approximately a six-month period, or less. The agreement should probably also allow termination with notice by either party in case the arrangements are not satisfactory. Compensation: Compensation would be $70.00 per hour. Compensation for attendance at public meetings would also be $70.00 per hour, with a two-hour minimum. Expenses for any necessary travel outside of Scandia would be reimbursed at the current IRS rate. Invoices would be provided monthly, within billing in increments of 0.25 hours. Other Provisions: The city would furnish a City of Scandia e-mail address and access to all electronic and paper files necessary to perform the scope of services. The city would allow use of the office, office equipment, supplies and other items ordinarily provided to the City Administrator. I would use my own cell phone. Mayor Maefsky has previously provided the Council with my summary resume, for those of you not familiar with my background and experience.
