4.f) Staff Report-Skating Rink Maintenance � � � � I¢� � .r� � eJ SC�►NDIA Staff Report , To: City Council Members From: Tim Kieffer, Maintenance Superintendent Date: March 12, 2013 Re: Skating Rink Maintenance Agenda Item#: 4.� Background: On December 28`h regular full time staff began maintaining the skating rink during regular working hours. Seasonal part time staff flooded the rink and worked the weekends and holidays. On January 28th the Zamboni broke when removing 4"of snow off of the rink. Until the Zamboni broke down, there had been no complaints about the ice. Staff continued to clear the rink using the John Deere blower. The ice was still safe to skate on but may not have been the same quality people were accustomed to. Warm weather and rain further complicated matters. The rink closed February 17th which was a week later than last year. Given that the skating season was almost over, staff decided to research all the options related to fixing the Zamboni. Staff has concluded that something in the rear axle broke. Staff can not determine exactly what broke until the rear axle is taken apart. If a lift is purchased, staff believes repairing it in-house will save money on labor costs. Fiscal Impact: Having full time staff assist in the maintenance saved $2,050 compared to last year. The cost for parts to repair the Zamboni may range from $200 to $1000. Outside labor would have additional charges. 'The budget for Parks and Rec Machinery and Equipment Repair is $1,000 for 2013. Options: 1) The Council can decide to have another contractor fix the Zamboni at any cost. 2) Staff can take apart the axle to acquire the exact cost and then come back to the Council if costs are more than $500. 3) The Council may decide not to fix the Zamboni and come up with an alternate strategy. Recommendation: Option 2.
