Background:
At the July 31, 2012 Council budget work session it was noted that the 2013 proposed budget for
the Fire Department included a$1/hour increase for firefighters. The last wage increase the fire
departrnent received was in 2007.
As discussed at the March work session,the attached resolution has been updated to reflect the
increase.
Issue:
Should the Fire Deparirnent Compensation be increased by$1/hour?
Proposal Details:
Included in your packet is a resolution that increases the starting wages by$1.00/hour and then
the wage increases based upon attaining certain job classifications.
Fiscal Impact:
In 2012, there were 4880 hours worked in the fire department for total wages of$78,232.50.
Assuming no change in 2013,wages would increase by$4,880. The budget for regular wages
and salaries for the fire deparhnent is $100,940 for 2013 (more than enough assuming the same
number of hours worked).

2) Amend and then approve Resolution 03-19-13-04
3) Take no action to increase wages for the Fire Deparhnent

RESOLUTION NO.: 03-19-13-04
RESOLUTION ESTABLISHING FIRE DEPARTMENT COMPENSATION
WHEREAS, the City of Scandia compensates the Scandia Fire and Rescue Department
members on an hourly basis for calls, local trainings and recertification classes, scheduled
inspections, and department and officers meetings; and
WHEREAS, Department officers also receive monthly stipends in recognition of the
additional hours that they spend on other Fire Department business; and
WHEREAS, Fire Department members receive lump-sum bonuses for completion of certain
State fire schools and certification courses;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that it should and hereby
does approve the following compensation for Fire Department members:
Hourly (Paid in Half-Hour Increments): Pay Rate:
Probationary Firefighter/Base Pay: $10.00/hour
Firefighter/First Responder: $11.00/hour
Emergency Medical Technician: + $1.00/hour
Firefighter II: + $1.00/hour
Officer: + $1.00/hour
Other Compensation:
Fire Chief $350/mo.
ls'Assistant Chief $200/mo.
2°a Assistant Chief $200/mo.
Fire Captain $100/mo.
Fire Captain#2 $100/mo.
Fire Engineer $100/mo.
Rescue Captain $100/mo.
Completion of Emergency Medical Technician,
Firefighter I or Firefighter II Certification $100/course
Attendance at Minnesota State Sectional Fire School $60.00/training
