The difference of the change covers the estimated $112,500 expense for administrative transition. •$115,500 levy was shifted from the 401 General Capital Fund to the 101 General Fund. This resulted in no changes to the total levy. •The General Capital Fund’s original internet allocation of $432,000 was reduced by $112,500 to $319,500. Presented 12/07/2022 DRAFT 2023 Budget TNT Budget PresentationDRAFT 2023 Budget TNT Budget Presentation WHAT CHANGES CAN BE EXPECTED IN TAXES? •This budget proposal includes a estimated -4.71% drop in tax rate for a estimated proposed city tax rate applied to tax bills of 26.235% for 2023. (The rate was 30.945% in 2022.) This rate will be the rate applied to tax bills along with other taxing jurisdictions. •The proposed total 2023 gross tax levy is $2,808,556. This is unchanged from the preliminary tax levy approved in October. The net tax levy applied to tax payers (less $123,297 from the Metro Fiscal Disparities Program), is $2,680,259, meaning this is the levy amount that will ultimately be applied to the tax rate. •This is a $312,141 increase from 2022’s total net tax levy of $2,368,118. The percentage change over PY is 13.2%. This additional value, at first glance would imply considerable additional capacity, but the County applied approximately 23% equalization to the City as a whole, largely due to heightened property sales prices in the 2022 assessment year. Costs may be projected differently dependent on timing of the admin transition and other factors. •Proposal would increase the General Fund’s fund balance by $29,900 for a Fund Balance placing predicted fund balance around $1,390,000 which is estimated to be approximately 62.2% of next year’s expenditures. Future years, which the Financial Management Plan suggests will drawa negative balance remain strictly placeholders. The City intends to incorporate anew parks and recreation plan into the process of projecting capital improvementopportunities. Focus in the short-term will be focused on facilitating thecompletion of the updated Community Center Play Ground. •The General Capital Fund’s largest expenditure was an original broadband internetallocation of $432,000. This practice is especially suited for certain capital that is not eligible for access to lending and must be saved for. It can also present savings opportunities by avoiding lending costs. •Borrowing implies utilizing bank certificates, bonding, or state infrastructure PFA financing. •Currently, a balanced budget can be achieved with this proposal for the General Fund, but to carryout planned 2023 expenditures will continue to draw down fund balance.
