November 22 City Council Meeting
I attended the 11am November 22 council meeting.
Regarding park capital planning:
Generally, we are waiting for completion of the MSA plan before any formal recommendations can be
made. The council, city staff, and PRC have been aware of the agreement during 2022. No real park
capital detail was discussed for 2023 at the November 22 meeting.
The only items in the current plan for 2023 are park signage for the new Orwell property and Hay Lake.
Note that the Orwell signage is required, as a condition of acceptance of that property. 2024 plans
include a pavilion and replacement of the hockey boards.
The PRC or the council has not had specific involvement in these capital plans in 2021 and 2022. Most of
the focus has been on engagement with MSA and development of a robust plan for the city. The council
and city staff have noted that the current written plan and the budget is subject to the
recommendations coming froth from the MSA assessment.
Going forward, funding will be an issue. While a modest amount of revenue is allocated from taxes and
other fees, the current capital plan shows significant deficits in 2024 that will complicate the
implementation recommendations resulting from the MSA effort. Grants, specific allocations from the
general budget subject to council approval, and other fund raising are possible revenue sources.
