J SCANDIA Staff Reaort Date of Meeting: March 19, 2013 To: City Council From: Kristina Handt, City Administrator Re: Hiring of Seasonal Parks Maintenance Worker Agenda Item#: 9.i) Background: Under direction of the full-time maintenance staff, the seasonal parks maintenance employee performs a wide variety of unskilled and semi-skilled tasks necessary to the seasonal maintenance of grounds, equipment and buildings at city parks and municipal buildings. Seasonal staff has traditionally been hired for approximately 32 weeks beginning in April/1�Iay and ending in October/November. Issue: Should the Council approve the hiring of Forrest Tibbets as the seasonal parks maintenance worker for 2013? Proposal Details: Forrest Tibbets worked for the City of Scandia last year as the seasonal parks maintenance worker and is interested in coming back this year. His work schedule would typically be three to four days per week, with the exact days and hours to be determined by the Maintenance Superintendent depending upon work demands and weather conditions. Last year, Tibbets' wage was $11/hr. In keeping with the 2%increase given to other employees this year, staff proposes his new rate be$11.22/hour. Fiscal Impact: The 2013 pay rate for the position has been set at $10.20 to $12.25 per hour. The budget is sufficient to cover the $11.22 pay rate (an increase of 2% for this employee) for up to 32 work weeks at 3 days per week. The position will terminate at the end of the grounds maintenance season. Options: 1) Approve the hiring of Tibbets at $11.22/hour as the seasonal parks maintenance worker. 2) Approve the hiring of Tibbets as the seasonal parks maintenance worker at some other rate. 3) Do not approve the hiring of Tibbets and seek applications from others. Recommendation: Option l.
