9.l) Staff Report-Draft Spring Newsletter and Summer Recreation Brochure � � � � �� � � /��� SCANDIA Staff Renort Date of Meeting: March 19, 2013 To: City Council From: Kristina Handt, City Administrator Re: Draft Spring Newsletter and Summer Rec Brochure Agenda Item#: 9.1) Background: The City sends out two newsletters a year, one in April and one in October. We'd like to get the April newsletter out around the first of the month. Therefore,the newsletter needs to get to the printer as soon as possible after the Council meeting. The Spring Newsletter also contains the Summer Rec Brochure. Circulation is approximately 1,770, including about 500 newsletters mailed individually to Scandia residents with Marine mailing addresses. The newsletter is also made available on the city's website. Issue: Any changes the Council would like to see to the newsletter? Proposal Details: The newsletter includes articles on the Zavoral Mine,the Council, new staff, new fire engine (subject to change after March 19t1'meeting),the farmers market, community events, and short info about various city issues staff hears from the public on regularly. There will also be the suinmer rec program insert. Most of the summer rec programming remains the same this year. The geocaching class from last year was discontinued due to a lack of interest. The new course this year is the Water Bonanza for grades 2-5. Options: Identify changes, if any, you would like staff to make before sending the newsletter to the printer. A TR'IC�YEARLY PUBLICATION � � FOR RESIDENTS � \ � � OF THE CITY OF � �� �� SCANDIA, MINNESOTA �� D� . • . � City Permits Approved for Zavoral Mine With Conditions, Application Meets Requirements for Conditional Use Permit and Annual Operating Permit More than four years after the application was first submitted,the Scandia City Council voted to approve a Conditional Use Permit(CUP)for the Zavoral Mine and Reclamation Project. Tiller Corporation, Inc., (Tiller)with o�ces located in Maple Grove, Minnesota, will operate a sand and gravel mine on the site of a dormant,unreclaimed gravel mine(Zavoral Site)that is located along St.Croix Trail North (State Trunk Highway[fH]95),a State Scenic Byway,near its intersection with TH 97 in the City of Scandia. Tiller will mine and reclaim 64 acres of the I 14-acre Zavoral Site. Of the 64 acres proposed for mining and reclamation,SS acres are located on portions of the Site that were previously disturbed by mining. Only reclamation activities will occur within the St.Croix River District and USA Scenic Easement Areas. The Council found that the criteria in ordinance were met for a CUP approval when 83 conditions were Inside this issue• placed on the permit. The conditions involve monitoring groundwater,surface water,air quality,noise and ' tra�c;limiting hours and days of operation;reimbursing City costs incurred related to the Project; completing reclamation activities;and other measures to protect the public welfare.The permit also includes a condition that no mining of silica sand for industrial purposes("frac sand mining")shall be permitted at the site.The hours of operation are limited to 7a.m.to 7p.m.,Monday through Thursday and 7a.m.to 2p.m.on Meet Your New 2 Fridays,excluding federal holidays. 2013-2014 City Council The Project is permitted to operate for 33 years beginning 30 days after all other permiu required before the start of mining operations are obtained. Engine 5180 is the second fire engine Scandia Fire and Rescue operates. In a rural community like Scandia, where there is not a hydrant system,a second tanker and pumper truck is very important in meeting , ,�, the water supply needs at a fire scene. Not replacing the second engine would not only impact the ;""�� level of service provided during a fire,but will also impact the City's ISO rating which could in turn n impact property insurance premiums. In addition to supplying 1,500 gallons of water at the scene,this engine also serves as a second medical rescue vehicle. Fire and Rescue staff have been working to finalize the specs for a new engine that will meet the needs of the community not only today but also for the next 25 years that the engine is in the com- munity.The Council reviewed and questioned the options proposed by staff in March and approved the purchase of a CustomFire Pumper for$344,952.98. In order to minimize the impact to taxpayers,the Council will be pursing the refinancing of bonds later this summer.
