Conventional thought says that you now have to get by with less. At WSB, we believe that it is time to do things differently. We have found a way to develop honest relationships and deliver engineering services in a cost-effective, thoughtful, and project-driven manner. , In fact, we were recently asked, "How is WSB different from other engineers?" ■ 1. WSB is proactive in developing collaborative project solutions. Our corporate culture and internal structure create an environment where collaboration flourishes. For , example, we have established a City Engineering Focus Group that meets monthly to discuss lessons learned, best management practices, and collaborative opporfunities. Paul Hornby, our proposed City Engineer, will be ■ proactive regarding innovation and collaboration. 2. Municipalities appreciate our approach to city engineering service. � WSB's city engineering service model and corporate culture have been well received by our clients. In fact, our clients typically become raving fans. The City is unique in � that it is a largely rural community with rolling terrain, large residential lots, a central downtown district, both small and large agricultural properties, low-density and low-impact modern platted developments, � areas of heavily wooded properties, along with sensitive creeks, lakes, and the St. Croix River Corridor. The City is not in the Metropolitan Council long-term sewer plans, but does have some sanitary sewer � collection systems and small water distribution system. The downtown area and City Hall facilities are ■ served by a community wastewater collection system, subsurface sewage treatment systems, and a small water distribution system. There are also two lake area community subsurface sewage treatment systems ■ that disperse wastewater flows from higher density developments along Big Marine Lake. A new private wastewater collection and dispersal system was recently constructed as part of the Tii-Gavo development. • The Issues Map located on page 4 highlights some of the additional items that we are aware of in the City r� of Scandia. � - Cit� FiiJi�ieeri���y I��ioic�le�lye � _ In 2008,the City Administration had concems regarding the City's engineering service, ■ _ related to development reviews, tracking and reviewing financial securities, construction , ,. administration related to development projects, and with general responses to staff , requests. At that time, City staff recommended and the Council unanimously selected Paul _� �,- � .`t _.. Hornb , while he was employed by another firm, as the City Engineer, to provide a fresh ,� ..�� Y ■ _ � and proactive approach to the City's engineering services. Paul did just that and effectively � served the City as their engineer for 3 '/a years until he left that firm to join WSB in 201 1. � During his tenure as the City's Engineer, Paul assisted the City in initiating key programs and ■ processes to proactively approach City needs. Key programs and accomplishments include: ��..;r. The City will need to phase this project in over a period of time to build up the budget for maintenance of the roadway system. The � PMP development process found that the roadways were not previously maintained to the level of service that would prolong reconstruction and many roadways have deteriorated to a � point where maintenance dollars would be ineffective on these roadways. At one time,there ■ was some discussion from members of the Capital Improvement Committee about returning some of these roadways back to an aggregate surface instead of maintaining as a bituminous � surfaced roadway.
