12.05.2022 PRC Minutes City of Scandia Parks and Recreation Committee Monday, December 5,2022 A meeting of the Scandia Parks & Recreation Committee was held on the above date at the Community Center and via Zoom. Attended by Terry Gorham (Chair), Greg Zauner(Vice-Chair),Tom Hinz, Dustin Hegland, Kimberly Johnson, Patti Ray (Council Representative), Emily Herold (MSA), Chris Janson (MSA via Zoom), Charles Fischer (Public Works Director) and Brenda "Bee" Stignani (Office Assistant). Gorham called the meeting to order at 7:00 p.m., a quorum was present. PUBLIC FORUM None APPROVAL OF AGENDA Motion to approve the agenda by Zauner,seconded by Hegland. Motion carried unanimously. APPROVAL OF MINUTES Gorham called for any additions or corrections to the November 7, 2022 minutes. No additions or corrections were submitted. The minutes stand approved. REPORTS Chair Report Gorham provided a written report regarding the November 22, 2023 Special City Council Meeting, in relation to the park capital improvement plan. Public Works Report Fischer provided a written report. Fischer responded to questions that he is working with a potential vendor to provide different signs in Wind in the Pines Park, that some of the vandalized signs were restored, and MnDOT has removed some of the debris in their Right of Way in Lilleskogen Park, but the dead tree remains. Fischer continues to communicate with MnDOT, but the city cannot act in MnDOT's ROW. OLD BUSINESS Playground Updates Dedication Coordinator: Ray reported Heather Benson has stepped forward to coordinate this event. Donation update: Ray has a meeting scheduled with the Scandia Marine Lions club to consider options for receiving donations from Martin Marietta for the playground. PW waiting for more communication from Martin Marietta regarding in material donations. Gorham still intends to contact Wal-Mart &Target. MSA Update Emily Harold and Christopher Janson presented the draft prepared by MSA at the conclusion of Phase 4 of their proposal. MSA conducted 10 stockholder interviews in addition to the community survey and open house event. Harold highlighted points of their developing proposal and asked for feedback and clarification — discussion included: Gateway Trail project in 2023 MN legislator's session but with a financing gap, bike trails on city rural roads requiring ROW agreements with landowners before creating bicycle friendly shoulders, a notable lack of requests for organized sport leagues to utilize existing facilities,the emphasis on the Village Center development and connections with the future Scandia Heritage Alliance Water Tower Barn project, the strong pickleball contingent, and options for recommendations in working with Washington County and MnDOT for safe crossing signage or upgrades. Cammilleri requested consideration of the approved Park Plan to be proposed as a chapter amendment to the City's current Comprehensive Plan. Gorham provided Harold with written comments which guided some of the open discussion. PRC members added feedback, including suggestions to utilize T-Ball or Hay Lake flat areas for universal playing fields (soccer?) and adding easily accessible water to patrons of the playground and courts at the Community Center Park and requesting specific recommendations for funding December 5, 2022 Scandia Parks and Recreation Committee Page 2 of 3 sources to pursue in order to build community credibility by following through on resident's input in the face of funding challenges from only tax levies and subdivision park fees. Harold concluded by requested coordinating of a joint PRC and Council meeting in early January. MSA will update this draft based on PRCs discussion and complete the tables in Chapter 5: Recommendations by filling in the Priorities,Timeframes, and Cost Estimates. Lilleskogen Park Dinner Event Johnson presented a written report. Discussion concluded Johnson will continue to gather information about organizing a park fundraiser of some variety, but moving away from the initial concept of a dinner in Lilleskogen. Vinterfest Planning Zauner requested staff to confirm with Bolton-Menk their sponsorship of the Vinterfest Snow Sculpture contest. All in attendance voted on the 28 completed button entries. 1st place winner—Greta Langreck, 2nd place winner — Riley Schuldt and 3rd place winner— Payton Pearson. Suggested a press release for the winners to the local newspapers. Zauner reported the Minnesotan Cup will be on Saturday only, staff confirmed Roberts needs to submit a Special Event Permit application for Council to consider at the December 20t" meeting. Zauner has contacted Eric, in the graphics department of the Osceola Sun for a background template to use for Vinterfest posters. Park Ambassadors'Reports Nothing to report by any committee member. PRC Operational Calendar Nothing to address. NEW BUSINESS Outings Coordinator Johnson tabled the discussion for a future meeting in the interest of time. Lilleskogen's Children's Story Path Coordinator Ray passed to staff material to laminate the stories submitted and instructions of where the project is currently. Scandia Elementary School staff are supportive and classes regularly prepare projects for display in the story boards.
